The requests the following:

CLIN 0001 - GENTEX Mask Light Assembly QTY: 50/EA

IV. Statutory authority permitting Other than Full and Open Competition.

FAR Subpart 6.302-1(c), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

In accordance with Air Force Instruction (AFI) 11-301V3_ACC SUP_1 General Flight Rules, all night-flight pilots must not operate an aircraft at night unless it is equipped with cockpit lighting sufficient to allow crew-members to view required instrument panels, controls, and read required charts, FLIP, instrument approach plates and other navigation materials. Each crew-member must also have an operable flight-light. The Government conducted market research to identify distributors of the required manufactured equipment, which meets the mandated specifications. This revealed that the GENTEX Mask Light Assembly is the only Mask Light Assembly that meets the needs of the Government as outlined in the aforementioned AFI.

Two vendors were found to be capable of providing the equipment. Therefore, it has been determined in consideration of the organization's critical mission and minimum needs, there is a reasonable basis to conclude that the unique supplies available from a limited number of sources or suppliers with unique capabilities is applicable under Federal Acquisition Regulation 6.302-1.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

Market research efforts were utilized to identify as many potential sources as practicable capable of meeting the requirement.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

Proposed price will be determined fair and reasonable in accordance with applicable Federal Acquisition Regulation procedures.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

Market research for this requirement included a review of previous acquisition history and contacting known sources of the products.

The goal of the 355th Contracting Squadron is to utilize the most efficient and affordable services in an effort to meet the customers' needs in a timely manner. The unit is always looking for additional vendors via the Internet, previous acquisition history research, and known sources. In this case, though a brand name is required for continuity purposes, competitive quotes will be solicited since there are multiple sources capable of selling the items.
