III. Description of supplies/services required to meet agency needs.

The 68th RQS is requesting the purchase of CYPRES-2 1-Pin (QTY:27 U/I:EA)(P/N:AAD2C1M1535L)

IV. Statutory authority permitting other than full and open competition.

FAR 6.302-1, "Only Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements"

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

In order to conduct military training operations, the 68th Rescue Squadron (RQS) requires the procurement of CYPRES-2 1-Pin as detailed in Paragraph III. For this requirement, AFI 11-410, Personnel Parachute Operations, states that only authorized products can be used for United States Air Force (USAF) military parachute operations. As per the Air Force Approved for Use List (AFUL) dated 10 November 2016, only the items already on the AFUL shall be used by USAF parachutists. Although multiple companies carry the commercial version of the CYPRES units, only SSK Military Industries carries the military version and is the only authorized company to provide military CYPRES.

Therefore, it was determined that with the consideration of the organization's critical mission and minimum needs there is reasonable basis to conclude that the unique supplies available from a limited number of source of suppliers with unique capabilities is applicable under the authority and application of FAR 6.302-1.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

During market research, previous CYPRES unit requirements were reviewed and found that all Air Force contracts were conducted as a sole source requirement. This will be posted on the GPE with an intent to sole source prior to solicitation and award. If other interested parties express interest in the requirement, a review of their capabilities will be conducted.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

Prices will be determined fair and reasonable in accordance with the procedures available under the Federal Acquisition Regulation.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

The Contract Specialist conducted extensive market research which found that no mandatory source per FAR Part 8

March 2018 Page 3 of 3 could fulfill the requirement. Additionally, because the manufacturer holds the patent for the CYPRES Automatic Activation Devices, further market research was limited to previous acquisition history, which all previous contracts for the CYPRES Automatic Activation Devices were solicited through GPE as Brand Name/Sole Source. Those solicited as brand name resulted in only SSK Military Industries bidding due to SSK Military Industries being the only U.S. vendor capable of providing the military version of the CYPRES Automatic Activation Device.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

While other companies provide CYPRES maintenance, only SSK Military Industries, Inc is capable of providing CYPRES units and is registered to do business with the government in accordance with the Approved for Use List.

X. List of any sources that expressed, in writing, an interest in the acquisition.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

The goal of the 355th Contracting Squadron is to utilize the most efficient and affordable services in order to meet the customer's needs in a timely manner. The unit makes a priority of developing competition to the maximum extent practicable.
