FULL AND OPEN COMPETITION

I. CONTRACTING ACTIVITY

Air Force Life Cycle Management Center Installation Contracting Division (AFLCMC/PZI)

II. NATURE AND/OR DESCRIPTION OF THE ACTION BEING PROCESSED

The proposed action is to extend the existing cost-plus-fixed-fee task order, F A8604-11-D-798-

- on the AFIT Graduate School of Engineering and Management (EN) MAESTRO Contract six (6) months to 22 March 2015. Actions shall prevent a work stoppage as a result of the rogram Office unable to execute an award of a new ~k order by the current task order expiration completion date of 22 September ~his extension shall allow sufficient time for the~rogram Office and AFIT/LS to develop a new acquisition strategy and follow on multi-year contract. Task order provides academic project support in key functional disciplines to provide professional continuing education to the USAF on a global scale. The proposed effort covered by this J&A is for a six (6) month bridge.

III. DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED TO MEET THE

AGENCY'S NEEDS

AFIT requires contractor project support for its operations to provide professional continuing education (PCE), research, and consulting services throughout the Air Force. These services are required to assist the School of Systems & Logistics (LS) in achieving its mission of "Equipping the Air Force's acquisition and logistics workforce to be the world' s best managers of air, space, and cyberspace systems through professional continuing education, consulting and research."

Support is required in the following functional areas: budget analyst and financial management project support; intermediate and junior administration project support encompassing functional areas of academic course management, training administrators, para-faculty support, registrar functional operations and support; senior program analyst(s); IT/cyber curriculum program specialist; IT/cyber help desk program support; multi-media specialists and technicians;

instructional systems design developer/distance learning technologists; and finally subject matter experts in various air, space and cyber disciplines to provide instructional program and project support capabilities in various disciplines of acquisition; contracting/procurement;

financial, budget and cost planning, programming and execution; systems engineering; software engineering; air and space logistics, and sustainment management project support.

The objective of this effort is to provide specific project support to conduct and sustain operationally relevant, technology-enabled professional continuing education in the academic and functional disciplines of arr, space, and cyberspace as highlighted above which encompasses air-breathing to space-borne systems.

Further, this effort obtains a broad range of project support services and expertise to support and sustain the school's air, space, and cyberspace acquisition and logistics-focused education, research, and consulting mission. Through this effort AFIT/LS desires to extend existing contractor support, to assist and provide support to the AFIT/LS Deans, faculty, support staff, managers, and supervisors to execute the USAF PCE, research and consulting missions.

The contractor provided project support assists AFIT/LS in the implementation and development of program initiatives for current and future air, space, and cyberspace acquisition and logistics academic programs and project tasks to support the broad programs within the School of Systems and Logistics which includes each of the three (3) academic PCE departments: 1) Department of Acquisition Management (AFIT/LSB), 2) Department of Sustainment and Logistics Management (AFIT/LSM), 3) Department of Systems Engineering and Software Engineering and Management (AFIT/LSS). Contractor support is also required for the AFIT/LS front office group, which includes the Office of the Dean (AFIT/LS) and the Department of Business Operations and Management (AFIT/LSA).

Project support shall be incrementally funded with $300K immediately available. Long term strategy at the completion of this six (6) month bridge contract on 22 March 2015 is to roll this support capability and established requirements into the Government Services Administration (GAO) One Acquisition Solution for Integrated Services (OASIS) Small Business (SB) Contract through the Air Force Life Cycle Management Center (AFLCMC) Engineering, Professional, and Administrative Support Services EPASS am office, in accordance with direction from HQ AF PEO for Services, as a multi-option year effort.

b. Estimated period-of-performance of bridge extension: 23 September 2014 - 22 March 2015.

c. Funds: SAF/AQ Acquisition Professional Development Program (APDP) 3400 Funds.

IV. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN

COMPETITION

The government cites I 0 USC 2304(c), per statutory authority FAR 6.302-1, Only One Responsible Source as justification.

V. DEMONSTRATION THAT THE CONTRACTOR'S UNIQUE

QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE USE OF

THE AUTHORITY CITED ABOVE (APPLICABILITY OF AUTHORITY)

Subsection 1. is the current support contractor providing Systems and Log1st1cs ca em1c roJect upport capabilities to the School of Systems and istics. is currently performing under the MAESTRO contract F A8604-11-D-7980 - task This contract was awarded competitively on 01 June 2011. The task order expires ep em er 2014.

For this follow-on bridge task order effort, the government is aware that the services provided by are highly specialized in nature. Should this J&A not be granted, unacceptable delays in fulfilling the mission requirements of AFIT will be incurred by the government.

Subsection 2. supports the research and education missions of AFIT Departments, Centers, and Sclioo s y providing a broad range of highly specialized and professional academic technical services and expertise, at the graduate level (post baccalaureate), that are not available within the Air Force Institute of Technology (AFIT). - specialized services derive from the unique skills of their personnel currently supporting the AFIT LS mission on MAESTRO. These personnel are currently cleared on AFIT LS computer systems, have current CAC cards and base access, are matched in the required years of experience, educational levels, and proven ability to perform as called out on the contract task. To replace these personnel with zero transition time creates an untenable mission position for the AFIT/LS customer.

Subsection 3. The AFIT/LS leadership believes that award to any other source would result in unacceptable delays in fulfilling the Air Force' s requirements. Anticipated timeframe to successfully execute a competitive contract or task order on an existing contract, such as OASIS, would require at a minimum 4 months until award. This would result in over 3 months of mission capability gap from the standpoint of personnel on location operating within the AFIT/LS mission spaces, which is unacceptable.

Subsection 4. Accordingly,~ the only firm capable of providing the supplies and services described in Section III abo~out the U. S. Air Force experiencing unacceptable delays in fulfilling its requirements.

As the new HQ Air Force-supported GSA OASIS and AFLCMC EPASS contract was maturing, AFIT/LS included this in their new acquisition strategy as the follow on support contract to the current one year task order. The AFLCMC EPASS Program Office was consulted but was subsequently advised that the program office would not be able to award task orders (i.e.

AFIT/LS) until 2015, which would create a mission support gap in contractor coverage.

Extending and bridging the current task order for six ( 6) months shall provide the necessary time to continue support capabilities of 6.5 CMEs to AFIT/LS and for the EPASS Program Office to collaborate the follow-on multi-year and multi-capability follow on contract for a March 2015 award.

They provide project support services and unique subject matter expertise in categories of a budget analysis, financial management, course management, training administration, para-faculty assistance, registrar and general academic administration, program analysis, IT, multi media, and distance learning technology for unique AFIT professional continuing education, research, and consulting efforts.

- The has been supporting AFIT graduate-level 'que knowledge, experience, and skill-sets that are critical to supporting AFIT/LS in the implementing and developing program initiatives for current and future academic programs and project tasks within LS, including operationally relevant, technology-enabled professional continuing education (PCE) in the academic and functional disciplines of acquisition management; contracting; financial, budget and cost management; systems engineering and software engineering management, and sustainment and life cycle logistics management.

- No other company currently possesses this AFIT-unique knowledge and experience.

Any competitor would have to learn the unique research, academic, and consulting missions and processes of three (3) AFIT academic PCE departments: 1) the Department of Acquisition Management (AFIT/LSB), 2) the Department of Sustainment and Logistics Management (AFIT/LSM), 3) and the Department of Systems Engineering and Software Engineering and Management (AFIT/LSS), in addition to providing support for the AFIT/LS front office group, which includes the Office of the Dean (AFIT/LS) and the Department of Business Operations and Management (AFIT/LSA). Transitioning such expertise without a bridge for exercising the OASIS SB contract would cause a significant gap m coverage.

b. Accordingly, llllis the only firm capable of providing the item described in Section III without interruption to ongoing class, research, and consulting efforts and without creating a gap in mission schedules or coverage during this 6 month period of performance. A competitive task order through the AFLCMC EP ASS program office will follow this bridge contract on the OASIS SB Contract, providing over 100 small businesses the opportunity to compete for this work and ensuring that the government will not experience a critical gap in mission coverage by requiring bidders to provide a comprehensive transition plan. Therefore, this acquisition is for continued performance of a highly specialized service.

VI. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE

SOLICITED FROM AS MANY POTENTIAL SOURCES AS DEEMED PRACTICAL

We have sought other sources, including GSA schedules, documents, and vendor websites, and have determined that the OASIS SB EP ASS vehicle will be the best route to fill our unique LS requirements; however, we have determined that maintaining LS mission continuity can best be achieved by extending the current contract via a bridge until the OASIS SB TO process can be implemented.

VII. DETERMINATION BY THE CONTRACTING OFFICER THAT THE

ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND

REASONABLE

The award of the basic contract, F A8604-l l-D-7980, was based on adequate price competition IAW FAR 15.403-l(c)(l). Current pricing on task orde~ll remain in place for this bridge effort. This pricing was deemed fair and reasonable by the Contracting Officer when the sole source task was awarded in 2013 which was based on a best value to the Government analysis by using technical and cost analyses. Therefore the contracting officer anticipates the cost will be considered fair and reasonable.

VIII. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE

RESULTS, OR A STATEMENT OF THE REASONS MARKET RESEARCH

WAS NOT CONDUCTED

As described abov as awarded the one year period of performance under the MAESTRO contract under Task: r er .. which provided Systems and Logistics Academic Project Support to the School of Systems and Logistics sustaining its operations. The EP ASS contract was to be the follow on new contract vehicle, but was not able to release a competitive task and award a contract in time before the current task order expires on 22 September 2014. As a result, AFLCMC/PZIEC Contracting Directorate was consulted in which a six (6) month bridge contract is being staffed to allow time for the EP ASS program office to prepare the new follow on contract for award before 22 March 2015 as well as to prevent a break in support services to AFIT/LS. is the only logical source to continue the services provided to AFIT/LS in support of this task order extension and bridge, prior to EP ASS conducting the Task Order competition in 2015.

REQUIRED

Steps that will be taken to remove barriers to competition for the future effort include employing the EP ASS program office and the OASIS contract vehicle to access the appropriate pool from over 100 qualified small businesses in which to compete this task order contract.
