SOLE SOURCE JUSTIFICATION FOR ACQUISITION UNDER THE

SIMPLIFIED ACQUISITION THRESHOLD

1. Contracting Agency and Activity. The US Geological Survey (USGS), St. Petersburg Coastal and Marine Science Center (SPCMSC), plans to contract on a sole source basis. This document sets forth the justification and approval as required by FAR 13.106-1(b)(1).

2. Nature of Action Being Approved. Purchase of two Spectra Precision SP90M GNSS receivers equipped with internal radios programmed to the radio range frequency range 410-40 MHz permissible for USGS communications. Purchase of two Spectra Precision GNSS Rover antennas capable of tracking the most current satellite constellations, including but not limited to SBAS, GLONASS, Galileo, BeiDou, QZSS, and IRNSS.

3. Description of Supplies or Services. Purchase two Spectra Precision SP90M GNSS GPS receivers, 2 Spectra Precision SPGA Rover antennas, and 2 6-foot power cords with a C& North American connector.

4. Estimated Dollar Value.

5. Statutory Authority. The proposed action may be awarded on a sole source basis under the authority of FAR 13.106-1(b)(1) – only one source reasonably available.

6. Rationale Supporting Use of Citation in No. 5. The USGS SPCMSC currently owns and operates five Spectra Precision SP90M receivers,5 SPGA Rover antennas (including firmware and accessories), and 3 SP-80 receiver/antenna combination GSP units, valued at approximately $$80,000 This unit coupled with the SPGA Roving antennae tracking capabilities ensures strong satellite geometry that leads to accurate positioning in the horizontal and the vertical ranges. Additionally, the SP90M has two antenna ports allowing dual antenna usage concurrently. This combination utilized on any roving vessel, vehicle, UTV, or pedestrian then provides a true heading for those instruments, thus decreasing error in measurements and increasing precision and accuracy a dataset. The SP90M GNSS receivers and SPGA Rover Antennae are compatible and interchangeable with our current fleet of GPS equipment.

7. Other Information. N/A

8. The Efforts to Identify Additional Sources Including the Market Research Conducted.

Market research indicates that several retailers carry the product requested at various prices.

Competition exists among a variety of resellers.

9. Future Plans to Permit Competition.

Future requirements, including when this equipment reaches end of useful life, will undergo market research and be competed to the maximum extent practical.
