About this file

This document is a Single Source Justification form for a simplified acquisition procedure, prepared by the Department of Veterans Affairs Network Contracting Office 15 for the Marion VA Medical Center. The procurement seeks semi-rigid Uretero-Renoscopes and instrumentation for the Urology Service, specifically targeting Karl Storz branded equipment to maintain standardization and interoperability with existing medical instruments. The justification emphasizes the proprietary nature of the urology instruments, noting that alternative manufacturers' equipment would require additional costly purchases to ensure compatibility with the current system. The estimated contract amount is redacted, but the acquisition is processed under the Simplified Acquisition Threshold (SAT) of $250,000, with an effective date of 11/15/2024 and an acquisition ID of 36C255-25-AP-0921. The document is digitally signed by the Contracting Officer, Ronald D. Castle, on 2025.08.04, certifying the accuracy and completeness of the single-source procurement justification.

1. Contracting Activity:

Network Contracting Office (NCO) 15, 3450 S 4th Street Trafficway, Leavenworth, KS. 66048

Department of Veterans Affairs, VISN 15, Marion VA Medical Center

Funding:

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The Marion VA Medical Center is seeking to procure semi-rigid Uretero-Renoscopes and instrumentation for Urology Service to complete procedures. The facility currently has Karl Storz instrumentation and needs to stay with-in that brand for standardization and the interoperability with existing instrumentation.

Estimated Amount:

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

Urology instruments are proprietary in nature. The current instruments that we already have are only compatible with that manufacturer’s instruments and bipolar generator. The slender bipolar resection set is an add on to our existing KARL STORZ urology sets, and compatible instruments. If we were to purchase a slender resection set from another manufacturer that will not be the case. Additional costs would be incurred to purchase additional equipment to be compatible with the new brand.
