I. Contracting Activity.

II. Nature and/or description of the action being processed.

Due to the circumstances described herein, the activity requests authority to acquire software listed in this document using Other Than Full and Open Competition (OTF&OC) as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This action will result in the award of a new contract, which will be a Firm Fixed Price contract. This sole source requirement will be purchased from the following company:

Analytical Graphics, Inc.

III. Description of supplies/services required to meet agency needs.

USAF DCGS Enterprise Collection Planner (ECP) Program License 1 One (1) Year Annual Support and Upgrades. 1 Total Cost:

DCGS' new sensor planning software (Enterprise Collection Planner) requires the use of Systems Tool Kit software.

It provides a 2D and 3D modeling environment that models complex systems and evaluates their performance in real or simulated time. This high level of platform and sensor fidelity is required for sensor and mission planning within DCGS. License is for 1 year from date of award.

IV. Statutory authority permitting Other than Full and Open Competition.

10 U.S.C. 2304(c) as implemented by FAR6.302-1, Only One or a Limited Number of Responsible Sources and No Other Supplies or Services Will Satisfy Agency Requirements.

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

AGI's software product line, as outlined below, are sole source products, manufactured, owned, sold, distributed and supported by Analytical Graphics, Inc. (AGI) at 220 Valley Creek Boulevard, Exton, PA 19341. AGI software and support must be purchased directly, by institutions, from AGI at the address provided herein. AGI specializes in developing commercial-off-the-shelf (COTS) software used by the national security and space communities for analysis and visualization of land, sea, air, and space assets.

AGI carries a portfolio of products designed and developed to address very specialized areas, markets and functionality. Our portfolio consists of the following primary product suites:

Systems Tool Kit (STK) is AGI's flagship product. STK, along with its associated modules, supports programs across their complete lifecycle, performing engineering analysis and visualization in concept development, design engineering, test & evaluation, operations, and post operations analysis for complex national security and space problems. STK technology can be embedded within software development efforts supplying COTS computational components and situational awareness displays to operational systems.

STK follows the industry standard Microsoft Windows conventions and has been validated and verified.

Cesium Pro is AGI's commercially supported JavaScript library for creating 3D globes and 2D Maps in a web browser that includesspecialized features and AGI proprietary rendering techniques.

STK Terrain Server provides out -of-the-box optimized terrain processing and/or hosting for any Cesium or STK Application. Users can populate STK Terrain Server with AGI's pre-process terrain along with their own private terrain to create a blended terrain mosaic.

Orbit Determination Tool Kit (ODTK) allows users to provide orbit determination and orbit analysis support for the entire life-cycle of satellite tracking systems. It provides analyst and operators with tracking data simulator capability, a state-of-the-art patented optimal sequential filter and an optimal sequential smoother.

AGI's embedded technology (STK Engine) allows users to leverage our core technologies into existing or custom developed applications that can be easily deployed.

STK Components is a family of low-level class libraries that provides developers with access to specific analytical and 3D visualization capabilities for building custom applications.

The STK Scalability Extension provides the infrastructure to distribute parallel computations across the cores within a machine and a cluster of machines.

STK Viewer allows STK users to share STK scenarios and analysis with non-STK users.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

This requirement will be synopsized on the Federal Business Opportunities (FedBizOpps) as required by

FAR 5.201.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

The overall cost of this acquisition will be fair and reasonable based upon FAR 12 negotiation procedures using price and cost analysis. Methodologies to assure this will be commercial pricing techniques utilizing publicly offered catalogs, comparison to historical contractor sales and/or analysis of limited cost and pricing information which could be made available by the contractor. In the event that limited cost and pricing information is made available, the Government's negotiation objective will be developed using local technical analysis applied to direct and indirect rate factors recommended by the DCAA and/or DCMA.

The C2ISR Program Office (HBG) is responsible for maintaining a common software/hardware baseline to support the United States Air Force (USAF). This common software/hardware baseline establishes a standardized cross functional process for responding to war-fighters urgent needs identified during conflict or crisis situations that are life-threatening or impede a near-term critical mission. By establishing an accreditation baseline, the USAF is able to maintain a distributed, homogeneous network of exploitation equipment capable of receiving, processing and disseminating intelligence products from a variety of sources. The network system is currently comprised with Enterprise Collection Planner software.

The current system being utilized uses Enterprise Collection Planner software as part of the code base of the application/system. If the Enterprise Collection Planner License are not procured, DGIS will be faced with a mission shut down as the system will not have the required support, updates, and patches to prevent bugs from degrading the system as a result of other system application upgrades. Replacing the current system will require significant manpower requirements to re-engineer the system architecture.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

Market research was conducted in accordance with FAR Part 10. Market research determined that the requested Enterprise Collection Planner Software is available only through Analytical Graphics, Inc. In addition, Analytical Graphics Inc, provided a sole source justification letter dated 26 Jan 2016.

At this time, the Air Force Weapons Division at Warner Robins AFB, GA determines Enterprise Collection Planner software license meets all the requirements. The current system platform requires Enterprise Collection Planner as it is the only product currently approved for the mission critical database. In addition, it was determined that this software is developed exclusively for DCGS by Analytical Graphics, Inc and there are no other resellers.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

Market research determined that in the commercial market place as well as on Federal vehicles there are several products available in the IT commodities; however, these products cannot interface with the hardware and software that DCGS currently uses. Therefore, the required brands are needed for the reasons stated in section 5, Justification Rationale, of this document. In accordance with FAR Part 10, market research was conducted by GSA to locate companies on GSA Advantage who could provide all the items on schedule.

In an effort to remove or overcome such a barrier to competition in the future, the market will be scanned frequently for new companies and products that could satisfy the government's requirements. Vendor and trade magazines are scanned for new, open technologies that can satisfy future infrastructure requirements. As an integration lab, the agency will continually revisit the brand name equipment currently being used and will research for the manufacturers and products that will be in the government's best interest as best value for future replacement equipment at the agency's site and at sites the agency supports. The current situation dictates the purchase of Enterprise Collection Planner licenses for the previously stated standardization reasons. Since there is a continual revisit to the brand names currently being used by the agency for the present equipment, if/when alternatives to the requested equipment become available, they will be reviewed for approval to use.
