II. Nature and/or description of the action being approved.

A. Upon approval to use other than full and open competition procedures the Air Force will issue a new non-commercial repair services contract, for the repair of 4ea. Radio Frequency Generation Unit (RFGU) Circuit Cards in the AN/TSQ-T10 Joint Threat Emitter (JTE) Radar Weapon Systems.

Contract for this effort will be awarded to: Northrop Grumman Amherst Systems Inc., (NGAS)

B. The estimated dollar value is Firm Fixed Price (FFP) pricing is anticipated. The estimated award date is 14 Aug 2021 with performance and delivery expected through 30 Aug 2022.

D. Estimated Award Date: Aug '21

III. Description of supplies/services required to meet agency needs (including the estimated value).

A. This is a new non-commercial requirements repair services contract for the repair of Radio Frequency Generation Unit (RFGU) Circuit Cards. These Circuit Cards are vital to the operational capabilities of the Joint Threat Emitter (JTE) weapon systems, the RFGU emits RF signals associated with radar tracking and electronic countermeasures.

B. The estimated unit repair cost, quantity and extended cost are shown below:

C. Total estimated cost: This estimate is based on USAF mission requirements as computed by the D200 Requirements Determination System. This action will use 3400 appropriated working capital funds.

Detailed documentation and justification of price reasonableness will be disclosed in the official PNM, to be prepared upon completion of negotiations or discussions.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

A. As described in Section VI above, market research, in accordance with Far Part 10, was conducted by synopsis of the proposed acquisition, advising industry of the pending acquisition and soliciting inquiries from interested parties.

B. Market research techniques utilized included contacting the System Program Office (SPO) for research to identify any other possible contractors, Google search for like contractors, and publication of the requirement on FedBizOpps to determine industry interest.

C. At this time no alternate source has been identified through market research conducted by the 415th SCMS Engineer and IPTs that would be capable of meeting the governments repair requirements. NGAS is the only known company who can satisfy the government's requirements.

D. Based on market research no commercial, non-developmental, or modified non-developmental items can satisfy the government's requirements.

E. This effort is currently not a candidate for organic repair due to the high cost of reverse engineering, unacceptable delay and high cost of depot stand-up. The government does not possess data rights sufficient for organic repair.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

X. List of any sources that expressed, in writing, an interest in the acquisition.

See section VI above.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

Northrop Grumman Amherst Systems (NGAS) is the only source that owns the technical data needed to repair this circuit card. The 415th JTE program along with the Engineers will continue to pursue purchase of data rights from NGAS on an annual basis to facilitate competition for these circuit cards. This information will be reviewed and maintained before any future subsequent acquisitions.
