SIMPLIFIED ACQUISITION PROCEDURES (SAP) UNDER THE
SIMPLIFIED ACQUISITION THRESHOLD (SAT)

1. Contracting activity/agency. Department of the Interior, Interior Business Center, Acquisition Services Directorate, on behalf of Department of the Interior, Appraisal Valuation and Services Office (AVSO).
2. Description of supplies or services required to meet agency needs. The appraisal requirement is for market valuation and appraisal report for the voluntary acquisition of one (1) tract of Vacant Land in Clark County, Nevada. The estimated value is

4. Reason for authority cited. The contracting officer has determined the circumstances of the contract deem only one source reasonably available.

5. Rationale: The SNPLMA Falls 2023 – Group 3 Sale Parcel totals 505 acres and is located in the northwest portion of the Las Vegas Valley, adjacent to residential development. Valuation of this parcel is more complex, than typical SNPLMA Land Sale Parcels, which typically total anywhere between 5 and 25 acres. This land is on the urban fringe of the Las Vegas Valley within the Southern Nevada Public Land Management Act (SNPLMA) disposal boundary.
The valuation methodology, which will include a Sales Comparison Approach and potentially a Land Residual Analysis/Discounted Cash Flow, the latter of which is not often used/applied in BLM Appraisal cases. Due to the size of the Subject Property, PR 0040624845 there may be limited land sale data available to provide credible support for the market value conclusion. Therefore, a supplemental analysis may be required based on market parameters rather than a specific proposed development plan. This supplemental cash flow analysis requires appraisal expertise and experience in the specific valuation of master-planned communities.
Given the size of the Sale Parcel, as well as its likely highest and best use for residential development, where additional supportive analysis may be warranted, it is imperative to have an Assignment Qualified Appraiser that is familiar with the Land Residual Analysis / Subdivision Development Method. Therefore, a Sole Source Solicitation would be the most prudent avenue benefiting both the BLM and AVSO. A Sole Source Award would ensure that the most competent appraiser completes the assignment.
CBRE has significant education, training and experience in appraising Master Plan communities in the Las Vegas Metropolitan Area, as well as experience with this property type in general. CBRE has completed two similar assignments for AVSO and BLM within the last two years.
6. Market Research: Market research was conduct by vetting qualified appraisers for this assignment. Due to the complexity of this analysis CBRE was seen as the most qualified appraiser. Additionally, CBRE has completed two very similar appraisal services within the last two years.
Under the authority of FAR 13.106-1(b)(1), the undersigned hereby determines the circumstances of this contract action deem only one source is reasonably available as supported herein.
