Justification for Single Source Awards IAW FAR 13.106-1 For
Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)
Acquisition Plan Action ID: 36C246-23-AP-2525
1. Contracting Activity: Department of Veterans Affairs, Network Contracting Office (NCO) 6, proposed to enter a contract for the Richmond VA Medical Center (VAMC): Purchase Request number 652-23-2-065-0059.
2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: NCO 6 intends to award a new firm-fixed price Brand Name Only open market one-time buy, PO. The new Philip Xper equipment will be an expansion to the already installed patient monitoring system.

Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: The brand name Philips IntelliVue monitors interface with the Xper IM Patient Monitoring System that is used by the Cath Lab, EP Lab, and the CT Scan room. The Xper IM Patient Monitoring System is highly specialized in providing customized solutions for monitoring patients who undergo invasive cardiac procedures. The Philips IntelliVue monitors are needed as portable devices to support the Xper IM Patient Monitoring System currently being used at the Richmond VA Medical Center. All components interface together and operate on propriety software by Philips. The Philips Xper IM Patient Monitoring System and supporting IntelliVue portable monitors are highly specialized. Other vendors may be able to provide similar monitors; however, these systems would be incompatible with current Philips Xper assets that do not need to be replaced. It is essential that all components’ interface with one another. Therefore, selection of another vendor would require replacing assets that comprise each Xper IM Patient Monitoring Systems already in place.
The brand name Philips IntelliVue MX800s are only compatible with the Philips receivers that are currently being used throughout the healthcare system. Purchasing a different brand name will be cost prohibitive for the Government as it will require facility-wide changes to infrastructure (data cabling), new servers, hardware, etc.
4. Description of market research conducted and results or statement why it was not conducted:
National Acquisition Center search with keyword “MX800” revealed 2 vendors that can provide similar items. One of the vendors that was revealed was Philips Electronics North America Corporation (OEM, LB) 36F79720D0042 can provide the exact item MX800. Philips stated that Philips is the sole manufacturer and Alliant Enterprises, and Four Points Technology are authorized SDVOSB distributors.
