About this file
This document is a Justification & Approval for Other Than Full and Open Competition for a simplified acquisition over the micropurchase threshold up to the Simplified Acquisition Threshold. It describes the procurement of an emergency replacement for a failed well pump motor at the Little Sand Bay facility in the Apostle Islands National Lakeshore. Due to the urgent need to restore the potable water system, which serves park housing, maintenance, and visitor facilities, the National Park Service is justifying a sole source award to Bergerson-Caswell, Inc. of Maple Plain, MN, as the only vendor identified through market research that has the specialized capabilities required. The estimated cost to repair the pump is $16,000 to $20,000. The National Park Service has posted a notice of the planned sole source award for the Emergency Well Motor Pump Replacement services under Solicitation Number 140P6424Q0049.

PR Number: 40667351
1. Nature and/or description of the item/service being procured and its intended use (include the anticipated cost):
The Little Sand Bay potable water system serves park housing, maintenance shop, visitors center, and the adjacent Town of Russell campground. The pump failed on 5/14/2024 and needs emergency replacement.
Market research has been done and the estimate to fix is between 16-20 thousand dollars.
2. Sole Source Justification rationale (Check one and explain below):
___ Only one responsible source.
_X __ Urgent and compelling circumstances exist. Include critical delivery or performance dates, and when you became aware of the requirement. Provide a specific statement of the impact on Government operations, financial or otherwise, if the required delivery or performance dates are not met.
Other
Explain: Without this potable water system, Little Sand Bay residents, visitors, and campground users do not have a potable water option, are unable to flush toilettes, shower, wash dishes/clothes, etc. Many amenities and buildings within the Lakeshore are in danger of being closed until the well pump is repaired.
3. Market Research. Please explain the results or why one was not performed. State whether any other offers were received or anyone expressed interest:
Market research was indeed performed. Due to the complexity ( design, depth, and volume) of the well.
Only one capable vendor was identified between Wisconsin, Minnesota, and Michigan. Bergerson- Caswell Inc of Maple Plain, MN was the vendor found. Other well drillers/installers were contacted, none of which had the capability.
