Network Packet Recorder

1. Questions: Provide me with the equipment that you want to get trade-in credit on?

Answer: Dell hardware

2. Question: Do you have a specific manufacturer on this requirement or a solution that meets all of the requirements listed

Answer: No, through mai'ket research, the Government determined the ideal specifications as stated in the solicitation

3. Question: SSL Visibility Appliance (SSLV):

Answer: No

4. Question: Network medium requirements - SSLV is L2 device and is deployed in line at an aggregation point in the network?

Answer: No, we are seeking a packet recording device that can decrypt recorded encrypted packets. Wi l l not be inline.

5. Question: Wi l l Active or passive Security tools be used? Please list. (Sandbox, IPS, etc..)

Answer: Not applicable, we are seeing a packet recording device.

6. Question: Max SSL bandwidth to be processed?

Answer: Not applicable, device wi l l not be inline.

7. Question: Max number of SSL sessions?

Answer: Not applicable, device wi l l not be inline.

8. Question: General description of what SSL flows are to be decrypted? (Inbound, outbound, east-west, etc.)

Answer: We are not familiar with the terminology "east-west". See answer to question 2 for traffic description.

9. Question: There are two mentions of services:

- ROI, with Onsite Deployment & Configuration Services

- 1 Day of Onsite Deployment & Configuration Services - included in price

On-site and deployment services are provided via statement of work (SOW) once the project effort has been properly realized. Would a services cost estimate and hourly cost be sufficient until such time that our services group may discuss this project with the group and provide a statement of work in which to have USITC execute?

Answer: No

10. Question: Hardware and Software subscription and support costs for first year are included in pricing, are you requesting an additional two years (24 months) of additional subscription and support costs and i f so, wi l l these be prepaid?

Answer: Yes

11. Question: Trade in credit for existing hardware wi l l not be provided as this is a new purchase for USITC, not an upgi'ade. Is this acceptable?

Answer: The USITC requires the trade in for existing hardware.

12. SSL Visibility Appliance (SSLV):

16. Question: Is there a desire to capture East/West traffic as well as North/South?

15. Question: Is there a requirement to utilize Intelligence feeds for enriching data?

Answer: We wi l l only respond to questions related to requirements listed in the solicitation.

17. Question: What are the requirements for integration with other tool sets? (Sandboxes, SEIMs, EDR, ETM, etc.)

Answer: We w i l l only respond to questions related to requirements listed in the solicitation.

18. Question: Are there any "intelligent packet brokers" already installed in the environment?

Answer: Yes

19. Question: Are there any specific requirements for anomaly detection/alerting?

Answer: We w i l l only respond to questions related to requirements listed in the solicitation.

20. Question: Are there any specific requirements around supporting the use of 3 r d party IOC rulesets? (snort, dShield, Yara, etc.)

Answer: We wi l l only respond to questions related to requirements listed in the solicitation.

21. Question: Are there any specific requirements around high availability?

Answer: We w i l l only respond to questions related to requirements listed in the solicitation.

21. Question: Are there any specific requirements for the number of applications that can be decoded or the types of files that can be extracted for analysis?

Answer: We wi l l only respond to questions related to requirements listed in the solicitation.

22. Question: This is listed as a Total Small Business set aside. Would the government be providing a waiver of understanding that the manufacturer is not a small business?

Answer: No, the government wi l l not provide a waiver of understanding

23. Question: The NAICS code listed for this requirement is 423430. We do qualify as a small business under many of the

334XXX NAICS codes based on employee size. I f the government intends to compete this as a small business set aside, would you consider amending the NAICS code to be employee based? Or would the government consider competing this under 514512 as a fu l l and open solicitation? The level of services and certification reqidred by this solicitation are extensive.

Answer: No, the government wi l l not consider amending the NAICS code. Market research was conducted and indicated that there are small businesses that may have the potential to provide the requirement.
