ITC-RFQ-14-0037

Amendment 000001 Hosted Electronic Learning Management System (ELMS)

Question 1: Is the content for the course already available? If so, may we have access to it?

Answer 1: No, we do not have our own course material. Per Secs. 3.2 - 3.4 of the SOW, we are looking for ready-made “off-the-shelf” courses that we can customize to our needs.

Question 2: If the content for the course is not available, does it need to be developed?

Answer 2: No. We aren’t looking for anything to be developed, meaning built from scratch. What we’re after are pre-existing training modules that can be minimally customized for our use.

Question 3: If the content for the course needs to be developed, we see in the RFQ that only 60 hours are available for customizing the program. Developing a program takes much more time than 60 hours. Please clarify.

Answer 3: See Answer 2.

Question 4: Does the offeror need to be registered with the System for Award Management prior to submitting a proposal?

Answer 4: The Offeror has to be registered in SAM prior to award not prior to submission of a quote.

Question 5: Are employees of USITC the intended audience? If not, who is the intended audience?

Answer 5: The intended audience is all ITC personnel (contractors, employees, volunteers, detailees, interns, etc…).
