Description:
NOTICE: THIS IS A SOLE SOURCE PROCUREMENT, NOT AN RFQ. The intent of this notice is to inform the vendor community of the National Oceanic and Atmospheric Administration, NNESDIS Center for Satellite Applications and Research (STAR) proposed contract action. This proposed procurement is for items which the government intends to solicit and negotiate with only one source under the authority of FAR 8.405-6(b)(1 ). This notice of intent is not a request for competitive quotes. However, interested parties may identify their interest and capability to respond to the requirement no later than August 06 2020, 12:00 pm EST. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Contracting Officer.
NESDIS STAR intends to award a sole source contract to Texas A&M University based on FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The purpose of this caction is to fill a new requirement for Improved CRTM for UV and passive microwave hydrometeor impacted radiances simulation. NOAA/NESDIS/STAR is seeking scientific and technical support services to advance radiative transfer capabilities in the UV and microwave spectra from Texas A&M University. Accurate radiative transfer modeling is essential for many applications which transform satellite observations from radiometric space to geophysical (e.g. brightness temperature to temperature), such as data assimilation. As data assimilation and numerical weather prediction systems advance, forward models such as radiative transfer models also need advancement to handle more complex scenes and inputs such as hydrometeors. A firm fixed price contract is contemplated for award for a duration of 18 months.
