The Department of Veterans Affairs, Network Contracting Office 7, hereby provides notice of its intent to contract with the University of Alabama Birmingham to provide auxiliary COVID testing for the Birmingham VA Medical Center . The contract is in support of the Birmingham VA Medical Center, 700 South 19th Street, Birmingham, AL, 35233. Testing facility must be within a 5 minute walk of Birmingham VA Medical Center.
The contract is expected to be accomplished under FAR Part 13.1061-1(b) and FAR Part 13.5. "The circumstances of the contract action deem only one source reasonably available”. The contract will be a firm fixed price with NAICS 621511, and PSC Q301. A Sole Sources Justification has been prepared. The base period of performance shall be 6 months-from date of award-with one, 1-year, option period.
This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than 2:00 pm CDT on Friday, July 23, 2021. Responses may be emailed to jason.compton1@va.gov.
