1. The Bureau of Reclamation Denver Contracting office, hereby provides notice of its intent to award a single source contract to Performance Software Associates, Inc. P.O Box 2655 Littleton, CO 80161. A Determination to Solicit from A Single Source will be prepared.

Reclamation has a need for the following:

AnchorPAW software licenses Quantity 7

AnchorPLC licenses Quantity 10 iFixAnchor Interface licenses Quantity 10 iFixAnchor Quantity 10

The period of performance is a base and four option years.

NAICS code: 513210 $45.0

Only this suggested source can provide the maintenance for the Anchor Software Licenses owned and utilized by the Bureau of Reclamation. There are no additional resellers for these products.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, all responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency no later than March 24, 2023 at 1:00PM, EDT.

A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.

The Bureau of Reclamation will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award.

Interested parties are encouraged to furnish information by email only with “RESPONSE TO INTENT TO SOLE SOURCE Anchor Software 140R8123Q0122” in the subject line. All documents submitted, will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Contract Specialist, Christina Mohamed by email at cmohamed@usbr.gov. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities, experience that will demonstrate the ability to support these requirements.
