SUBJECT: Solicitation No. FA3022-20-Q-0319, OPTOS Daytona AF Maintenance Intent to Sole Source

The 14th Contracting Squadron, 495 Harpe Blvd, Suite 256C, Columbus AFB, MS 39740 intends to solicit and award a firm fixed price, sole source service contract to OPTOS Inc. The purpose of the contract is to obtain planned and emergency maintenance and updates for the OPTOS Daytona AF. This purchase is for a commercial item/service and will be made using FAR 12 and the Simplified Acquisition Procedures at FAR 13. Other than full and open completion is authorized pursuant to FAR 13.106-1(b).

OPTOS is the sole manufacturer and maintenance entity for this equipment. There are no other outside sources that are authorized to maintain this product and provide support. There are no other outside sources that have access to the parts or software to maintain or update OPTOS equipment. The sources that sell refurbished OPTOS equipment have stated that when the need to maintain or update the equipment they sell, they have to send it to OPTOS. OPTOS does not qualify as a small business under this NAICS code. The NAICS code used will be 811219 and

PSC J066.

This notice of intent is NOT a request for competitive quotes. However, interested contractors may submit a narrative describing their capabilities and qualifications to perform the effort via e-mail to SSgt Matthew McCabe, Contract Specialist @ matthew.mccabe.5@us.af.mil no later than 3:00 PM CST on 31 July 2020. Capabilities/qualifications will be evaluated solely for the purpose of determine whether or not to conduct this procurement on a competitive basis. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
