DESCRIPTION

The Bureau of Reclamation Denver Contracting office, hereby provides notice of its intent to award a firm-fixed-price purchase order to IN SITU INC, 221 East Lincoln Ave, Fort Collins, CO 80524-2533.

A DETERMINATION TO SOLICIT FROM A SINGLE SOURCE will be prepared. The delivery date will be 30 days ARO. Specifications are as follows:

Reclamation has a need to provide instrumentation to permit measurement and recording of water pressure, temperature, and/or electrical conductivity within 2-inch diameter groundwater well casing. Pressure readings shall be compensated for barometric fluctuations and temperature. Instruments shall be configurable to allow recording of water level. Electric conductivity readings shall be temperature compensated to 25 degrees Celsius (specific conductance) using EPA Method 120.1, Standard Methods 2510, or equivalent. The instruments shall be equipped with internal data loggers and batteries to permit full submergence for long-term deployment. Vendor shall prepare a package outlining the equipment proposed to fulfill this requirement including a product list, warranty terms (including extended warranties) and relevant specifications documentation. Vendor may provide equipment that meets or exceeds the specifications in this Statement of Work. Purchaser may opt to select a portion of the full requirement listed herein.

THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, interested parties may identify their interest and capability to respond to this requirement no later 9/19/2022 at 4:00PM, EDT.

A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for determining whether to conduct a competitive procurement.

The Bureau of Reclamation will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent. Only written responses will be considered. All responses from responsible sources will be fully considered. As a result of analyzing responses to this notice of intent, the Government shall determine if a solicitation will be issued. Any prospective contractor must be registered in the System for Award Management (SAM) to be eligible for award.

Interested parties are encouraged to furnish information by email only with “RESPONSE TO INTENT TO SOLE SOURCE UMF INSTUMENTS FY22” in the subject line. All documents submitted, will not be returned. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirements listed above to Contract Specialist, Melissa Miles by email at mmiles@usbr.gov. The capability documentation should include general information and technical background describing in detail the prospective contractor's capabilities, experience that will demonstrate the ability to support these requirements.
