REQUIREMENTS / SALIENT CHARACTERISTTICS

STATEMENT OF REQUIREMENT/NEED

The Department of Interior (DOI), United States Geological Survey (USGS) Earth Resources Observation and Science (EROS) Center, Sioux Falls, SD, has a requirement to procure a sun photometer with GPS capability and accessories.

A sun photometer is needed to simultaneously measure the atmosphere and its properties during field-based calibration/validation of remote sensing measurements from spaceborne and airborne sensors. The AERONET (NASA atmosphere observing network) is sparse and does not cover geographic regions needed to advance USGS Landsat and Sustainable Land Imaging (SLI) remote sensing science and applications. It will be used to quantify atmospheric measure certainty when making coincident observations of surface materials between ground and space. This will also significantly enhance geographic regions where remote sensing science can be executed. This measurement capability is needed to enable the EROS-Imaging Spectroscopy Project (ISP) and Landsat Next Science Office contract work to succeed in terms of analysis, modeling, and reporting.

BRAND NAME JUSTIFICATION

Nature of Action Being Approved.

Procurement of a SunPhotometer Model 540 Microtops II.

Statutory Authority.

The proposed action may be awarded on a brand name basis in accordance with FAR 16.505(a)(4)(ii).

Rationale Supporting Use of Citation The brand name SunPhotometer sought here, provides a unique configurable measurement approach and capability to allow the user to measure any solar wavelengths that are required for a specific mission.

SunPhotometer's atmospheric measurements can be configured to the user's solar wavelength preference and specification. Other market photometers come with a fixed solar wavelength measurement and cannot be modified based on user preference. This is a minimum need of the Government to provide the greatest flexibility when working across a range of atmospheric conditions and environmental conditions on multiple missions. This measurement capability is needed to enable the EROS Landsat science and calibration/validation contract work to succeed in terms of analysis, modeling, and reporting.

Future Plans to Permit Competition Competition currently exists in the reseller market for these SunPhotometer products. The Government shall conduct continuing and future market research to identify alternative products from other manufacturers to meet these needs. At such time when other sources become available, EROS will vigorously compete the procurement of these services to the maximum extent practical.
