Note: Hand delivered bids shall be delivered to the Contracting Officer at the address shown above in the front entrance of the FAO building. Please notify the Contracting Officer at crios@bop.gov that you are hand delivering a bid so that arrangements can be made for you to access the U.S. Armed Forces Reserve Complex and the FAO building.
Any bidders wishing to be present during a bid opening occurring at FAO must submit the name of the person who will attend no less than 5 days in advance of the day of bid opening to the Contracting Officer at crios@bop.gov. Visitors will be required to present identification at the security check point and to the official conducting the bid opening. An abstract of the bids received will be posted to https:// sam.gov immediately after bid opening. Therefore, attendance merely for this purpose is not necessary.
These instructions are provided as a guide for use in preparing a bid in response to this solicitation. Please utilize it as a checklist.
Failure to furnish all required information or any rejection of or addition to the terms and conditions of the solicitation may cause your bid to be considered as non-responsive and ineligible for award. Do not include any extraneous information/documentation outside of the

I. DOCUMENT REQUIREMENTS
Each bidder shall complete and submit 100% of all documents required, to include, clauses, and statements with the bid. PLEASE SUBMIT ALL 53 PAGES WITH YOUR BID; regardless of whether you completed any information on that page or not.

_____ Amendments Any and all amendments (if issued to SAM.gov) must be signed and returned with your bid or can be acknowledged on block 18 of the SF-1442.

A blank form is provided in the attachments of the solicitation.
The bid bond must be submitted in original (ink signatures) with seals. Penal Sum of the bond must be at least 20% of the bid price, not to exceed $3 million, whichever is less.
Ensure that the surety information matches the information for the surety as posted in Treasury Circular 570, at the Department of the Treasury website, http://www.fms.treas.gov/c570/c570.html
Complete Section B FAR 52.209-7 Page 51-52
Ensure the liability limit for the surety (located at the bottom of the SF-24) is expressed as a dollar amount (not a percentage).
Ensure the liability limit is either equal to the amount reflected for the surety in Treasury Circular 570 or is in a dollar amount at least equal to the penal sum of the bond.
In the bid identification section, ensure the bid date reflects the current date that bids are due per the solicitation (review all amendments, if applicable, to check for any bid due date extensions).
Ensure the information for the Principal matches the information as posted in your SAM registration (e.g. company name, address).
II. PRE-BID CONFERENCE/SITE VISIT
A Pre-Bid Conference and Site Visit is scheduled at 9:00 A.M. Central on July 19, 2022, at the Federal Correctional Institution Pollock. See solicitation provision 52.236-27, Alternate I (solicitation page 42-43) for further information.
All prospective bidders who plan to attend this conference are required to complete the form included in the solicitation as Attachment 2 -NCIC Security Check Form.
Complete the form and submit to Lori McNeal LaBorde at lmcneallaaborde@bop.gov. All forms shall be filled out legibly in dark ink or typewritten and be submitted to Ms. LaBorde before 1:00 PM Central on July 14, 2022.
This will allow the Bureau of Prisons time to conduct a limited background security clearance (NCIC) for ALL persons who will be attending this conference/site visit. Include a phone number and you will be contacted to confirm clearance status. Persons who are not deemed suitable to enter the institution will be contacted by phone as soon as practicable. No person will be allowed in the institution until a NCIC check is completed and approved. The BOP is prohibited from divulging any information regarding any reasons for NCIC denials. Only the fact that a person has been denied will be communicated to the company point of contact.
This is the only pre-bid conference/site visit scheduled. Requests for other site visits will not be granted. Attendance at this Pre-Bid conference and Site Visit is encouraged but not mandatory.
III. PRE-BID QUESTIONS:
Any questions relating to the solicitation shall be sent in Microsoft Word format to crios@bop.gov no later than July 22, 2022 at 1:00 PM Central. In order to provide sufficient response time prior to the bid due date, the Government is establishing the above cut-off date for questions about the solicitation.

Refer to Provision FAO-0022, List of References and Banking Information on page 46 of the solicitation.
Bidders/Offerors may be required by the Contracting Officer to submit the following information after bid opening or date for receipt of offers which will be utilized in determining contractor responsibility.

1. This label shall be completed and used on the envelope containing the bid. This envelope shall be placed inside of shipping boxes or envelopes supplied by couriers such as FedEx. As a potential bidder who may receive the contract, it is required by law that past performance be examined. The intention of this request is to ensure contractor responsibility prior to expending your tax payer dollars and awarding a federal contract. The Federal Bureau of Prisons is currently in the solicitation phase for the requirement to Replace Cooling Towers at FCI Pollock. As a potential bidder who may receive the contract, it is required by law that Past Performance be examined. The attached completed document, once received, will be utilized to assist in determine contractor responsibility prior to expending your tax payer dollars and awarding a federal contract. It is imperative before we award tax dollars to firms, they are deemed capable and responsible. The Government also must be confident that the contractor selected will be able to successfully accomplish our requirements.
With that said, we have tried to make our questionnaire as quick and simple to complete as possible. General contractor information was provided by the Offeror in Section 1. Please answer the questions that follow in Sections 2 thru 4. We would greatly appreciate any comments you may want to provide describing why you rated a particular question the way you did.
