(a) The Government will award a contract resulting from this Request for Quote (RFQ) to the responsible offeror whose quotation conforming to the RFQ is the most advantageous to the Government, price and non-price factors considered. The following factors shall be used to evaluate the quotations and are listed in relative order of importance:

The Government will assess the information submitted with the offeror’s quotation to determine how well the product meets the salient characteristics of this solicitation. Technical acceptability will be evaluated to determine an overall pass/fail rating according to the ability of the offeror to provide new manufactured commercial items that meet all of the requirements of this solicitation.

If offering the products of the listed OEM, all parts must have clear traceability to the OEM including the OEM’s

Certificate of Conformance (COC) IAW FAR 52.246-15. Traceability is defined as a clear, complete, documented, and auditable paper trail which traces each step from an OEM or distributor to its current location.

Contractors providing “equal to” items shall clearly indicate so in their offer and include the OEM of each item.

“Equal to” offers shall include a product description along with detailed specifications, product characteristics, processing/handling guidance, illustrations, pictures, and other information sufficient to enable the Contracting

Officer to determine that the quoted product is “equal to” the brand-name product. Specific website addresses containing this information may be provided in lieu of product literature. The offeror must clearly demonstrate that the quoted product is “equal to”; the offeror’s assertion is insufficient. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer.

Factor 2 – Delivery

Under this factor, the Government will evaluate the offeror’s delivery schedule to determine which offeror is able to meet or exceed the required delivery timeframe.

The offeror shall provide pricing as requested in the Schedule. Any quantity price discounts and discounts for prompt payment should be included in this section. The offeror’s quotation will be evaluated using one or more of the techniques defined in FAR 13.106-3, in order to determine if pricing is fair and reasonable.

Submission of Quotes and Additional Instructions:

Quotes and supporting documentation for “equal to” items shall be emailed directly to Mrs. Geneva James, Purchasing

Agent, at Geneva.K.James@uscg.mil no later than the closing date of this solicitation. Offerors shall quote on an “all or none” basis.
