Buckley AFB
1. Buckley Air Force Base (BAFB) Fire and Emergency Services (FES) requires a contract for all materials and qualified skilled labor and un-skilled labor to provide continuing education units (CEU) for Advanced Life
Support (ALS) medical training to BAFB firefighters. In addition, the contractor shall teach intravenous (IV) training to BAFB Emergency Medical Technicians (EMT) and shall teach Advanced Cardiovascular Life Support
(ACLS) and Pediatric Advanced Life Support (PALS) courses to BAFB paramedics.
Buckley FES provides both Basic Life Support (BLS) and ALS services to the base community. All Emergency
Medical Service (EMS) providers must meet the minimum requirements of the National EMS Scope of Practice
Model to maintain National EMT and Paramedic certification. The National Registry of Emergency Technicians
(NREMT) requires 60 continuing education hours for Advanced level providers to be eligible for certification renewal every two years. The basic level providers (EMTs) require 40 hours of continuing education to be eligible for certification renewal every two years. The contractor shall provide thirty-six (36) hours of scheduled monthly
CEU’s (three two-hour sessions per month for twelve months). The Government will award a firm fixed price contract resulting from this solicitation to the Lowest Price, Technically Acceptable (LPTA) offeror who meets the requirements found in the PWS, dated 6 August 2020.
2. This requirement will be solicited and awarded as a total woman-owned small business set-aside on Fed Biz Ops (beta.sam.gov).
3. The Government intends to evaluate offers and make award without discussions; however, this does not preclude the Government from having discussions if it is in the best interest of the Government.
4. The period of performance for the base year will be 01 September 2020 – 31 August 2021 and there will be four option years.
5. All interested parties are responsible for reviewing the attached RFQ (FA254320Q0020) to ensure a complete package prior to submission.
