THIS IS A SOURCES SOUGHT/REQUEST FOR INFORMATION (RFI) ANNOUNCEMENT ONLY. THERE IS NO
SOLICITATION AVAILABLE AT THIS TIME.
The Department of the Air Force, Air Force Research Lab (AFRL) is conducting market research to solicit feedback from industry for providing Information Technology Support within Eglin AFB’s AFRL/Munitions Directorate (RW). Tasks include Production Software Support, Application Development, Documentation/Instructional Design/Testing, AFRL EBS Support, and External Sources Support. THIS SOURCES SOUGHT SYNOPSIS/RFI IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE AIR FORCE TO ISSUE A SOLICITATION OR ULTIMATELY AWARD A CONTRACT. NEITHER UNSOLICITED PROPOSAL NOR ANY OTHER KINDS OF OFFERS WILL BE CONSIDERED IN RESPONSE TO THIS SOURCES SOUGHT/RFI. NO CONTRACT WILL BE AWARDED PURSUANT TO THIS ANNOUNCEMENT. All information contained in the Sources Sought Synopsis/RFI is preliminary as well as subject to modification and is in no way binding on the Government. The Government will not pay for any information submitted in response to this request. The information requested will be used solely within the Air Force to facilitate decision making and will not be disclosed outside the agency. The determination of a procurement strategy, based upon the comments submitted in response by interested parties to this Sources Sought/RFI, is solely within the discretion of the Government.
Responders to this Sources Sought/RFI are asked to provide their technical capability information (aka Statement of Capabilities) based on the information technology support services requirements provided below. Statements should address the specific requirements of this notice and identify the vendors’ specific capability to complete these requirements, including, but not limited to a description of corporate experience with similar projects and information on applicable industry certifications at the individual and organizational level as well as describing investments in quality/process improvement activities. Statements should also include any comments regarding contemplated acquisition strategy and NAICS codes. The NAICS code(s) provided are those anticipated at the time of release of this notice.
They are not to be considered final and are not indicative of an approved small business strategy.
Sources are sought for information technology support of the research and development and business programs within the AFRL munitions directorate, as this support is vital to the ARFL/RW. This work is located on-site at Eglin AFB, FL.
Responders should identify up to three relevant contracts and describe specific network engineering or similar program management experience, knowledge, understanding, and expertise under NAICS code 541512. The Government seeks companies with key competencies such as:
Production Software Support
• Maintain the AFRL/RW Management Information System using Oracle Developer/Database products such as Developer Suite for Forms and Reports.
• Identify and solve application needs such as on-demand processing, scheduled nightly processing, application server setup/maintenance, PC product compatibility, etc. Maintain the Development environment as related to the deployment and support of the AFRL/RW MIS. This includes the Microsoft Windows operating system, Oracle Developer Suite, and the Oracle Database.
• Resolve all problems directly related to the daily operations, including:
o Database maintenance o Performance tuning o Application/database error correction and minor enhancements o Customer support o Customer training o Oracle Discoverer Administration o Ad hoc data retrievals o Data loading
• Install appropriate software on developers' and customers' PCs when needed.
• Maintain the application generator routine for the production environment software, compiling the executables for the production system, and testing the newly compiled versions of the applications to ensure successful transition.
• Provide technical knowledge input in the production/maintenance of RW system level documentation.
• Ensure that training and other educational opportunities in support of contract requirements, Air Force requirements, or technical requirements will be completed by the project members.
• Ensure support of the Capability Maturity Model Integration and ISO9001/AS9100 efforts as they relate to the AFRL/RW MIS project.
Application Development
Develop a defined phase deployment of the AFRL/RW Management Information System incorporating new customer enhancement requirements from design to implementation.
• Record the data and function models in Oracle's Designer CASE tool and apply data modeling and function modeling cross-referencing techniques.
• Use the Oracle Designer CASE toolset to map the business function model to a logical application design. Create/refine module data usages, design/implement PL/SQL objects on the server, design/implement role-based security structures and prototype/generate applications.
• Map the business information to a logical data design. Tune the design and create supporting structures. Complete the logical data model and map it to a physical database. Generate and create the physical database(s) ensuring that compliance with the Air Force certification policy is satisfied.
• Support the Capability Maturity Model Integration and ISO9001/AS9100 efforts as they relate to the AFRL/RW MIS project.
Documentation/Instructional Design/Testing
• Develop and maintain a system of online help to be used in conjunction with the RWs management information system. Help may also include the supporting new RW business processes. Perform update maintenance (related to SCR changes and per need) and archive documentation.
• Develop simulation demonstrations of the RW management information system as requested, which may include RW business processes, such as RW Security. Learning may be verified in online self-testing modules/reports.
• Apply company proprietary rights and industry standards to all documentation products. If none is requested, determine and adhere to the most used industry standard, which are the Chicago Manual of Style, the W3C, and Section 508 of the Rehabilitation Act. Also perform Documentation Quality Assurance checklist before delivery of documentation products.
o Develop/maintain/archive project documentation. Edit all documentation (text/screen grabs/diagrams) for correctness of content, grammar, punctuation, formatting, style, and readability.
o Support the documentation efforts of AFCORP including data mapping to incorporate standard systems into the current version of AFCORP.
o Create miscellaneous documentation for RW, such as job aids, diagrams, spreadsheets, workflows, etc. as needed. This includes the online anonymous submission form, Ask the Director.
• Ensure that training and other educational opportunities in support of contract requirements, Air Force requirements, or technical requirements will be completed by the project member.
• Support RW with software/training documentation as requested.
• Perform software testing, as required, to assist the developers in verifying the functionality of the system.
• Attend team meetings and provide administrative support to the project leader such as the staff meeting minutes and audits of process documentation.
• Support the Capability Maturity Model Integration and ISO9001/AS9100 efforts as they relate to the AFRL/RW MIS project. Also support process improvement through management of QA, such as audits.
AFRL EBS Support
• Complete training for the required roles (helpdesk, knowledge manager, project developer) and on all releases.
• Provide local helpdesk assistance, track support, maintain a FAQ list, disseminate special alerts, address bugs/workarounds, assist CSAs with support information as needed, and identify/inform newcomers of available EBS training. Track RW helpdesk submissions to EBS helpdesk. Attend Helpdesk and CWE work group meetings.
• Assist RW division/branch Knowledge Managers as the RW Knowledge Manager (permissions/publishing) for research projects. Process/approve submissions/design/implement/manage/archive RW collaborative project web sites.
• Provide performance testing and track progress with EBS developers and Eglin. Assist the EBS Configuration Manager in the delivery of software packages/patches to CSAs. Provide acceptance testing. Provide testing of SharePoint and assist in the transition from LiveLink.
• Provide feedback to RW or EBS Program Office regarding data call suspense’s, such as RW feedback regarding instructions, policies, and mandates.
• Provide workflow support by capturing RW business processes in diagram form and implementing dynamically through
External Sources Support
• Assist with providing information on system capabilities for any data calls that are received.
Assist with providing information on data/server consolidation and interfaces to new or existing systems outside RW.
• Assist with the preparation of any presentations, providing input and expertise, as required for data requests.
• Attend scheduled telephone/video conferences to support the areas of application or server support.
• Provide support to the EBS tool set as needed. The existing EBS tool set includes COGNOS, Clarity – Programs/Work Units, the Job Order Cost Accounting System (JOCAS), and the Comprehensive Cost and Requirements System (CCaRS). Also provide support for AFMC products to include EITDR, DIACAP and external systems such as the labor interface application for SEEK EAGLE.
• Develop/maintain an interface with the AFRL Automated Data Repository (ADR) in support of obtaining needed data for inclusion in the RW local toolset. This connection will use a Service Orientated Architecture (SOA) interface which must be developed and implemented for RW’s needs.
• Develop/provide reports generated from the EBS data set as needed or requested to satisfy AFRL/RWs reporting requirements.
• Provide miscellaneous support for other related requests.
Proficiency, Certifications, and Accreditation:
• Security+ certified
• Certified Project Manager Level 1 and 2
• Red Hat Certified Engineer
• Certified Software Quality Engineer
• Quality Assurance Professional certified
The Government requests that interested offerors submit an electronic response of not more than ten
(10) pages, 8.5” x 11” paper, 12 pitch, Times New Roman font, with a minimum of one (1) inch margins all around. Responsible sources having relevant experience may submit their statement of interest and technical capabilities. They should also identify whether they are a Large Business, Small Business, Very Small Business, Small Disadvantaged Business, 8(a) Program Small Business, Women-owned Small Business, HUB Zone Small Business, Veteran-owned Small Business, Service-disabled Veteran-owned Small Business, and/or a Native American Small Business under the proposed NAICS code 541512.
Responses should also include the company name, CAGE code, point of contact, and address. All information received in response to this Sources Sought Synopsis that is marked “Proprietary” will be handled accordingly. Responses will not be returned nor will receipt be confirmed.
Responses are due no later than 27 May, 2011 3 pm Central Daylight Time (CDT). Email responses should not exceed 5 Megabytes (MB). Responses received after this date and time may not be reviewed.

Please do not provide standard marketing brochures, catalogs, etc. Synopsis responses will be evaluated on the basis of demonstrated software and systems engineering technical and management expertise in performing manpower support contracts in order to determine qualified/interested sources, make decisions regarding small business set-asides, and formulate acquisition strategy.
An Ombudsman has been appointed to address concerns from interested firms during this phase of the acquisition. The Ombudsman does not diminish the authority of the Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government official. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman is Colonel David A. Harris, AAC/CV (850)-882-5422. The Ombudsman should only be contacted with issues or problems that have previously been brought to the attention of the Contracting Officer and could not be satisfactorily resolved at that level.
