About this file

This is a Sole Source Justification for Acquisition under the Simplified Acquisition Threshold submitted by the Department of the Interior, United States Geological Survey, Alaska Science Center, Molecular Ecology Lab. The acquisition seeks a one-year service maintenance contract for an existing Illumina NextSeq 1000 Sequencing System. The contract includes comprehensive coverage encompassing parts, labor, and travel; reagent replacement upon hardware failures; remote technical support 18 hours daily, 5 days weekly; a 2 business day on-site response target; control software and hardware updates; onsite applications support; discounts on advanced training; and remote monitoring availability. The estimated dollar value is redacted in the document.

The justification cites FAR 13.106-1(b)(1) as the statutory authority, arguing that only one source is reasonably available. Illumina is identified as the sole manufacturer and only provider for all Illumina service repairs and maintenance, with no authorized resellers available to perform the required maintenance. A Sources Sought notice (140G0326Q0031) was posted on SAM.gov for five days with no vendor responses. The document indicates that future requirements will undergo market research and be competed to the maximum extent practicable. Certifications and approvals are required from both the Research Geneticist and Contracting Officer Yangzhi Deng, with final approval from the Bureau Competition Advocate.
