About this file

This sole source justification document requests approval to award a contract to Illumina Inc. for the purchase of the Illumina BaseSpace Clarity Laboratory Information Management System (LIMS) software. The National Institutes of Arthritis Musculoskeletal and Skin Diseases' Genomics Technology Section seeks to continue its annual LIMS software license subscription and service support to integrate use of its Illumina sequencers, track sequencing samples, and manage sequencing data sets. The estimated period of performance is from December 9, 2022 through December 8, 2027, consisting of a base year and four option years. The total estimated value is redacted. The justification cites compatibility concerns and need for data comparison to previous experiments as rationale for sole sourcing to Illumina, as their software is the only option fully integrated with the agency's Illumina sequencers.

Purchase of Laboratory Information Management System (LIMS) brand name of equal to Illumina BaseSpace Clarity

b. Acquisition purpose and objectives

The Genomics Technology Section would like to purchase the BaseSpace Clarity LIMS subscription to integrate the use of the program’s Illumina MiSeq, NovaSeq 6000 and NextSeq 2000 Sequencers, the submission of sequencing samples and to track sequencing data sets.

c. Project background

The National Institute of Arthritis and Musculoskeletal and Skin Diseases (NIAMS) is one of the nation’s premier research institutions in the areas of clinical research in muscle, skin, bone, autoimmune and rheumatic diseases. Investigators within the Intramural Research Program of NIAMS rely on the Genomics Technology Section (GTS) to meet the

Single Sole Source (including brand name) Justification increasing demands of research, by providing different tools for the study these diseases.

NGS (Next Generation Sequencing) data is a critical component of the research conducted by NIAMS IRP scientists, and there has been a steady increase in its use throughout the institute. Prior to implementing Illumina BaseSpace Clarity LIMS, the workflow for submitting sequencing samples was a manual and tedious process that could not effectively support and track the number of samples submitted. The acquisition of the BaseSpace Clarity LIMS software on 12/2018 was only solution to provide full integration with Illumina sequencers. The software has satisfied the needs for end-to-end workflow tracking and integration, time-saving automation, preconfigured workflows, management reporting functionality, support for regulatory compliance, and role-based interfaces designed to match the needs of individuals in the lab.

To continue supporting NIAMS IRP sequencing needs, GTS seeks continuation of the annual LIMS software license subscription and service support. The current contract 75N92020P00033 which was awarded to Illumina, expires on 12/8/2022.

d. Period of Performance/Delivery Date

3. Acquisition Authority

This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.501(a) Sole source (including brand name) acquisitions. Acquisitions conducted under simplified acquisition procedures are exempt from the requirements in part 6. However, contracting officers must conduct sole source acquisitions, as defined in 2.101, (including brand name) under this subpart only if the need to do so is justified in writing and approved at the levels specified in far 13.501(a)(2).

4. Market Research

5. Justification Rationale

To be able to continue supporting NIAMS IRP sequencing needs, it is essential that the program continues the same software subscription. Only the BaseSpace Clarity LIMS software is compatible with the program’s Illumina MiSeq, NovaSeq 6000 and NextSeq 2000 sequencers and supports data comparison to previous experiments.
