About this file

This document is a Justification and Approval (J&A) for the use of other than full and open competition under FAR Subpart 13.5 to procure a Photron high-speed camera on a sole source basis from Tech Imaging Services, Inc. The Naval Undersea Warfare Center Division Newport requires the camera to support testing, data analysis, and model verification for its operations. The camera must be compatible with the Division's existing Photron high-speed camera systems and software. Tech Imaging Services is the only authorized Photron distributor in the Northeast U.S. region. The estimated value of the procurement is $283,500 with a delivery timeline of 60 weeks after contract award. The contracting officer will conduct a price analysis to determine fair and reasonable pricing prior to award. The J&A cites the authority under 41 U.S.C. 1901 and FAR 13.501(a)(1)(ii) to solicit this requirement on a sole source basis, as no other camera brand or supplier can meet the agency's needs.

data collection by multiple cameras, which is required for . The new camera therefore must be compatible with Photron software. In addition, in order to meet the requirements of laboratory testing needs, the laboratories need a camera can integrate with existing NUWC owned Photron high-speed cameras to enable simultaneous capture, syncing and triggering and control via common software. The required software for the already owned Photron high-speed cameras is the Photron Fastcam Viewer which is the same software required to run the Photron PHARSIGHTED E9-100S.

Based on the above, the duplicative costs and schedule impact cannot reasonably be expected to be offset by potential savings from competition.
