v1.5_JANUARY2020

SOLE SOURCE JUSTIFICATION

1300917965

DESCRIPTION OF REQUIREMENT:

The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT), Combat Systems

Department, Code 25, requires of prototype design of Decision Authority Delegation (DAD) models in support of Office of Naval Research (ONR). The Contractor shall expand a virtual model of the battlespace that exercises a wide range of operational and tactical elements in order to stress transfer of Tactical Control (TACON) decision-making. This function is important to

NAVSEA and NUWCDIVNPT in support of the Chief of Naval Operations (CNO) goals in unmanned systems. The model is key to follow-on software design of transfer of TACON

Tactical Decision Aids (TDAs). The scenario described in this model will exercise varied mission priorities, Commander’s Intent (CI), and Rules of Engagement (ROE) which affect arbitration of unmanned vehicle employment by distributed control stations. There is a specific need to refine capability of the operational model, including more sophisticated decisions than those utilized in previous DAD tests. The anticipated dollar value of this purchase order is

$200,000.

SOLE SOURCE JUSTIFICATION

Systems Planning and Analysis, Inc. (SPA) is the only source with the required expertise and experience to execute the required design and modeling in the required timeframe. SPA was the vendor performing on the NUWCDIVNPT DAD project during Phase I (August 2020 -

December 2020) and thus has unique knowledge of the DAD dataset and equipment involved.

SPA has demonstrated its capability and is uniquely positioned to execute the technical requirements of the DAD project. If another vendor were to be introduced to the projects, an extensive assessment of the previous test and data set collection would have to be completed by the vendor prior to being able to execute the required tasking, which would take at minimum six

(6) additional months and is estimated to cost an additional $200,000. The six-month delay would result in missed testing opportunities in FY21 and inability to provide deliverables to meet

ONR’s schedule. Further, the additional $200,000 in estimated cost is not expected to be recouped via any future competition. The impacts to schedule and cost of awarding to a vendor other than SPA would negatively impact missions requirements to an unacceptable level. As such, a sole source award to SPA is recommended to ensure the program remains on schedule and the Government does not incur additional costs without additional benefit.
