About this file

This document is a Justification and Approval (J&A) for a Sole Source procurement of a Data Acquisition (DAQ) System from DEWESoft LLC. The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) intends to award a Firm Fixed Price purchase order to DEWESoft LLC to replace its legacy DAQ equipment from the 1980s through the 2000s with modernized equipment that is compatible with its existing testing processes and software.

The key details are: the procurement is sole source, as DEWESoft is the only vendor that can provide the required DAQ equipment, software, and capabilities to meet NUWCDIVNPT's needs; the procurement consists of various DAQ modules, components, and licenses totaling over 30 line items; the required delivery time is 18 weeks; the procurement is unrestricted and the NAICS code is 334515 with a size standard of 750 employees; and the total value is not specified. The J&A cites the inability to reasonably expect future competition for similar DAQ requirements due to the specialized nature of the equipment.

Text version

Significant quantities of this requirement have been purchased from this offeror in the past and cost/pricing information was received on those past procurements and will be sought again. This information should be sufficient to support the fair and reasonable cost determination of this

8. Actions to Remove Barriers to Future Competition.

For the reasons set forth in Paragraph 5, Code 70 has no plans at this time to compete future contracts for the type of supplies covered by this document. This procurement is to replace 1980’s to 2000’s DAQ, we predict that the next purchase to replace to a modern specialized equipment will be in the next 25-30 years. If another potential source emerges, Code 70 will assess whether competition for future requirements is feasible.
