Outpatient Midlevel Provider Services
SOURCES SOUGHT NOTICE NUMBER: IHS1505956
This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation, an obligation, or commitment by the Great Plains Area Indian Health Service (GPAIHS).
This notice is intended strictly for market research to determine the availability of Indian Economic
Enterprises (IEE).
Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. The anticipated applicable NAICS code for this acquisition is 621999 other relevant NAICS codes will be considered based on responses received.
1.0 BACKGROUND
The Great Plains Area Indian Health Service (GPAIHS) plans to solicit a Firm-Fixed Price, Non-Personal
Service Type Contract to provide Services for Outpatient Midlevel Provider Services for the Woodrow
Wilson Keeble Memorial Health Care Center, Sisseton Indian Health Service, Sisseton, South Dakota.
2.0 OBJECTIVE
The primary objective is to provide uninterrupted Outpatient Midlevel Provider services for the
Outpatient Department (OPD), WWKMHCC with up to (2) Contract Providers. The Contract Providers shall perform primary care services compatible with the IHS medical facility's operating capacity and equipment, on the Lake Traverse Reservation. The care shall cover the range of primary care typically provided in a rural civilian practice of similar size.
3.0 SCOPE
Contract Midlevel Providers shall be board certified, eligible, or have partial completion of an accredited residency program. Current Basic Life Support (BLS) certification is required of Midlevel Providers placed by the Contractor. The Contract Provider must have a minimum of 2 years of experience within Family
Medicine/General Medicine within the past 36 months, and must meet all credentialing and background investigation requirements.
4.0 CONTRACT REQUIREMENTS AND PERSONNEL QUALIFICATIONS
All contract midlevel providers provided by the Contractor must be qualified and capable of providing clinical services and meet the following criteria.
A. Provide high quality and efficient care to patients; examine and diagnose the health-related conditions of patients of all ages who present for care, seeing an average of 16 patients per day.
B. Refer individuals for consultation when appropriate, and prescribe and carry out appropriate therapy as recommended by the specialist.
C. Participate in Patient Centered Medical Home (PCMH) model and encourage patient engagement.
D. Educate individuals in the nature of health-related conditions, recommended therapy, and general promotion of health and prevention of disease.
E. Utilize EHR computer software/program for entering and signing of medical orders such as laboratory studies, and directly signing and dating radiological studies, etc.
F. Document complete and timely consultations in the patient's health care record.
G. Obtain necessary information on patients seen in the OPD, such as medical records, x-ray images and reports, normal and abnormal test results, and documents pertinent to the patient's medical record.
H. Establish interpersonal, intra-departmental relationships, and social sensitivity such that he/she can relate constructively to patients from Native American communities to enhance optimal patient CARE.
I. Exhibit professional conduct among staff and patients, and respect and maintain the basic rights of patients, to include but not be limited to, personal dignity, cultural sensitivity, privacy, and confidentiality. Violations of these policies may lead to the immediate removal of the Contract Provider from this contract and the facility.
J. Maintain familiarity and comply with Federal, State, Indian Health Service, accreditation standards CMS regulations, and departmental regulation and requirements.
K. Participate in committees as assigned (Medical Staff, Purchase & Referred Care, Quality
Assurance, Pain Management, Pharmacy & Therapeutics, Outpatient Department, etc.).
L. Staff development/education as assigned by the Clinical Director.
M. Peer reviews as assigned according to facility by-laws.
5.0 TYPE OF ORDER
This is a Firm-Fixed Price Purchase Order.
6.0 ANTICIPATED PERIOD OF PERFORMANCE
Period of Performance: Base Year – April 1, 2025 through March 31, 2026
Option Year One (1) – April 1, 2026 through March 31, 2027
Option Year Two (2) – April 1, 2027 through March 31, 2028
Option Year Three (3) – April 1, 2028 through March 31, 2029
Option Year Five (4) – April 1, 2029 through March 31, 2030

8.0 PAYMENT
INVOICE SUBMISSION AND PAYMENT
In compliance with the Office of Management and Budget (OMB) M-15-19 memorandum Improving
Government Efficiency and Saving Taxpayer Dollars Through Electronic Invoicing directing Federal agencies to adopt electronic invoicing as the primary means to disburse payment to vendors. Invoices submitted under any award resulting from this solicitation will be required to utilize the Invoice
Processing Platform (IPP) in accordance with HHSAR 352.232-71, Electronic Submission and Processing of Payment Requests.
IPP is a secure, web-based electronic invoicing system provided by the U.S. Department of the
Treasury’s Bureau of the Fiscal Service, in partnership with the Federal Reserve Bank of St. Louis (FRSTL).
Respondents to this solicitation are encouraged to register an account with IPP if they have not already done so. If your organization is already registered to use IPP, you will not be required to re-register, however, we encourage you make sure your organization and designated IPP user accounts are valid and up to date.

10.0 SUBMISSION INSTRUCTIONS

William.Kohl@ihs.gov. Must include Sources Sought Number IHS1505956 in the Subject Line. The due date for receipt of statements is Wednesday, March 5, 2025 - 3:00 PM Central Time.
All responses must be received by the specified due date and time in order to be considered.
This notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of Great Plains Area Indian Health Service (GPAIHS).
GPAIHS does not intent to award a contract on the basis of responses nor otherwise pay for the preparation on any information submitted. As a result of this notice, GPAIHS may issue a Request for
Quote (RFQ).
THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. However, should such a requirement materialize, no basis for claims against GPAIHS shall arise as a result of a response to this notice or GPAIHS’s use of such information as either part of our evaluation process or in developing specifications for any subsequent requirement.
