Scope of Work
Whiteriver Service Unit Emergency System
25 August 2015
1. General Description of Work/Objective. The Whiteriver Indian Healthcare Center requires a radio communications system for internal communications in the event of a disaster. The Whiteriver radio system must be interchangeable with the White Mtn. Apache Tribe and the Navajo County Health Department. In the event of a large scale disaster impacting the Whiteriver IHS facility, the radio system needs to readily incorporate additional programmable radio equipment used by first responders in Navajo County. The Whiteriver system will need to be setup as a wide area system to include adequate coverage in Cibecue, Show Low, and Pinetop area. The Whiteriver system will need to have interoperability between UHF radio and VHF radio at the time of implementation with the ability to add additional resources when required.
2. Product Specifications:
2.1 Two-way radios – 30 Motorola XPR7550 VHF and 7 Motorola XPR5550 VHF Series Required (or equal).
2.1.2 The radios must be interchangeable with the Navajo County Health Department. In the event of a large scale disaster impacting the Whiteriver IHS facility, the radio system needs to readily incorporate additional programmable radio equipment used by first responders in Navajo County.
2.1.3. The radios must be configured to the federal frequency bands of VHF 162 - 174 mHz.
Radios used by the federal government follow the National Telecommunications and Information Administration (NTIA) rather than the Federal Communications Commission (FCC) that licenses private radios.
2.1.4. Due to the potential for radios to operate in a disaster setting, they must meet Portable Military Standards 810 C, D, E & F for pressure, temperature, temperature shock, solar radiation, rain, humidity, salt fog, blowing dust, vibration and shock.
2.1.5. The radios must be interoperable with first responder radio systems and therefore must meet interoperability standards for the area.
2.1.6. The radios must be digital to provide clear, interference-free communications. The digital system must be equipped with noise reduction software. The radios must be computer programmable in the event the disaster requires the hospital to add channel scanning or encryption to protect patient privacy.
2.1.7. The radios must be “backwards compatible” i.e. it must be compatible with older analog or non-digital radio systems known as legacy systems.
2.1.8. The radios must provide 1-5 Watts for portable and 25-45 watts for mobile of power.
2.1.9. The radios must have 1000 channels to provide for multiple users on the same frequency band.
2.1.10. The system must include radios that are portable with the following parameters - H 6" x W2.5" x D1.5" in. and a weight of - 13 ounces. Individual radios must have clips to attach to belts.
2.1.11 Radios must have a standard two year warranty, Batteries and Charging System 2 Six Bay IMPRES Multi- Unit Charging stations and 3 Individual IMPRES Charging Stations.
3. Other Equipment (2 VHF Repeaters-Motorola) at Whiteriver and Cibecue; Motorola IP Site Connection System; (1 VH Repeater) Porter Mountain; Replacement of two Kenwood radios (Whiteriver); Adding on Motorola XPR VHF mobile radio with TDMA operation). Radios will be connected to a Trident interoperability box; Two Motorola XPR VHF base radios capable for TDMA operation at Whiteriver Hospital Security Office; Two new antennas at the Whiteriver Hospital Security Office. One Motorola XPR VHF base radio capable of TDMA operation and a trident interoperability box at the Cibecue Clinic Security Office.
4. Work required. The contractor shall perform all labor, incidental installation and minor work associated with attaching antennas, coax cable, and various coupling and fittings to ensure operational Base Station and Radio infrastructure on three sites: Whiteriver, Cibecue and Porter Mountain.
5. Other Requirements. The contractor shall facilitate and pay any fees associated with the installation and use on Porter Mountain in order to enable successful communication infrastructure for the period of 3 years.
6. Servicing and Maintenance Agreement. The contractor shall warranty items in accordance with the standard commercial warrant for Motorola or similar products.
7. Points of Contact/Contracting Officer’s Representative. The Government shall delivery the radios through designated property channels and coordinate acceptance of materials by the Contracting Officer’s Representative and the receiving personnel at both Whiteriver Service Unit and Phoenix Area Office. The Points of Contact are as follows: Phoenix Area Property Office:
