STATEMENT OF WORK

A. SUMMARY OF WORK & PROJECT LOCATION:

1. Federal Bureau of Prisons (FBOP), Federal Transfer Center (FTC) located at 7410 S.

MacArthur Blvd., Oklahoma City, Oklahoma, is soliciting a contract to perform repairs to one (1) Sterns Passenger Boarding Bridge. Repairs to the Passenger Boarding Bridge (PBB) shall include the following items.

a. Replace canopy fabric

b. Replace SO cord to left and right cab limits.

c. Replace SO cord to cab rotate motor

d. Replace SO cord to cab floor leveling actuator

e. Supply two (2) Solid Tires with integrated wheels.

f. Install Solid Tires

f. Replace cab bumper.

g. Replace damaged sealtite under cab

h. Replace damaged sealtite from Rotunda to A tunnel.

i. Replace full extend limit.

j. Replace auto level operate bulb.

· k. Insure hydraulic fluid is at manufacturer approved levels.

The intention of the proposed contract is to return the existing Passenger Boarding Bridge to full operating condition.

2.' Contractor shall provide all labor, material, and equipment to accomplish all work identified in this work statement.

3. Upon completion of work, contractor shall provide written certification and/or inspection assuring the safe operation of the repaired PBB.

B. SCHEDULE:

1. Regular working hours for contract services shall be 7:30.A.M. to 3:30 P.M, Monday, through Friday, with the exception of federal holidays. Contractors shall account for a delay of approximately thirty minutes entering the institution as well as an

·.approximate thirty minute delay exiting the institution to allow for proper security parameters to be followed. The contract work shall continue until all work O? the PBB has been completed and the PBB certified for safe operation. Contractor shall

provide a written request to the Contracting Officer (CO) for approval of changes to the work schedule.

C. GENERAL REQUIREMENTS

1. The contractor is strongly encouraged to visit the project site and familiarize themselves with all existing conditions that may affect performance of contract work. Contractors will have the opportunity to attend a pre-bid meeting, in which they will be able to personally view the project site before submitting a bid. All questions derived through the pre-bid meeting shall be submitted and answered in writing.

2. A pre-construction conference shall be conducted at the job site prior to the commencement of work. It is recommended that contractor personnel who may be designated to work on this project should attend this conference.

3. The Contractor shall coordinate all work with the FBOP's Contracting Officer (CO) and Contracting Officer's Representative (COR). The COR will monitor the performance of contract work and serve as liaison between the CO and the Contractor for all technical matters. The COR shall be the main contact for scheduling, badging, site access, product submittals, quality control, testing, and final inspection. The Contractor shall immediately contact the COR if discrepancies are discovered that may impact the project.

4. All vehicular and pedestrian traffic are subject to search at FTC Oklahoma City.

Contraband, as defined by United States Title 18, will not be allowed inside the institution.

5. ·The Contractor shall maintain a daily tool inventory of all tools brought into the facility and shall monitor tools at all times. Tools that are to be kept at the work site shall be secured in a Bureau of Prisons approved tool storage box. The box shall be portable, made of steel and have the ability to be padlocked when not in use.

D. METHOD OF PERFORMANCE

1. All construction activities shall be monitored by a Contracting Officer's Representative (COR). The COR will monitor/observe the day to day operations of

. the project and serve as liaison between the FBOP and contractor. The COR shall be the main contact for scheduling, badging, site access, product submittals, quality

control, testing, final inspection. The Contractor shall immediately contact the COR if discrepancies are discovered that may impact the project schedule or cost.

E. INMATEMANAGEMENT:

1. The Contractor shall adhere to all regulations and guidelines prescribed by the FBOP, to include the institution's local guidelines relating to safety, custody, and conduct.

The Contractor shall be escorted by FBOP staff members at all times and will have limited contact with the inmate population. The contractor shall not move unescorted through the institution or have unsupervised contact with inmates. Any violations of the institution rules and regulations regarding inmate contact will result in administrative action.

F. INSTITUTION SECURITY:

1. The contractor will be issued an identification card for use during the contract period.

The Contractor shall sign in and out of the institution logbook on a daily basis.

Contractor personnel shall wear clothes that are suitable for the work they are performing. The inmate population wears khaki and olive green clothes. For this reason, no FBOP employees or contract personnel wear these colors. No sleeveless shirts (tank tops) are allowed.

2. The security check-out process will require the completion of an Authority to Release Information form, a fingerprint check, a Contractor Pre-Employment form, and a National Crime Information Check (NCIC) for possible criminal record and residency form. Personnel with felony convictions may not receive authorization to perform work at th~s facility.

3. Prior to attending the pre-bid site visit, all contractors must complete a NCIC and residency form. All contractor personnel requiring access to the institution shall complete FBOP construction contract security requirements following contract award and prior to commencement of work..

H. PERFORMANCE VERIFICATION TESTING:

1. Prior to ordering material or equipment, the contractor. shall field verify all existing conditions, including condition of canopy, SO cords, tires limit switch and other vital components as described in the Statement of Work.

2. Parts and components shall _~e Original Equipment Manufacturer (OEM) or approved equivalent compliant with all manufacturer requirements and will not void applicable warranties.

I. PRE-CONSTRUCTION SUBMITTALS:

1. Product Data: Manufacturer's data and product information indicating the sizes, descriptions, capacities, test certifications, and other descriptive data showing in sufficient detail that the product complies with the contract requirements.

2. Furnish proof of installer's certification approval by manufacturer in the form of the installer's current certificate issued by the manufacturer.

3. Work Plan: Provide a proposed schedule five calendar days after contract award indication when various items of work and tests are to be carried out.

4. Quality Assurance: To secure approval to move forward, submit documentation certifying the Contractor performing the work has a minimum of five years' experience with repair and installation of PBB equipment.

5. Copies of all Oklahoma City & Airport Authority required construction permits and licenses.

J. CONTRACTOR REQUIREMENTS:

1. All project work shall conform to any applicable federal, state, and local codes, regulations and ordinances.

2. All required Oklahoma City & Airport Authority permits, licenses and approvals are the responsibility of the contractor.

3. Contractor shall be responsible for placing and securing all required construction materials, tools and equipment 'at work site.

4. Contractor shall be responsible for all required removal, demolition and disposal of defective parts and equipment.

5. Contractor shall maintain a neat and orderly work area with construction debris removed and properly disposed of at the completion of each workday. Contractor shall be responsible for the proper disposal of all construction debris accumulated.

6. Contractor shall provide all required re-inspections and certifications for safe operation.

7: Contractor shall ensure all work is performed safely and in compliance with OSHA requirements.

8. There are two PBB located in the project area. Contractors will not be allowed access to the project site when aircraft are attached to the PBB at either location.

K. PERFORMANCE VERIFICATION TESTING:

1. The Contractor shall operate and monitor the completed work on the passenger boarding bridge during use to ensure that the equipment is performing as intended and in accordance with the manufacturer'srecommendations.

L. CONTRACT CLOSEOUT SUBMITTALS:

1. Contractor Warranty: The Contractor shall provide a signed warranty agreeing to repair or replace defective materials or workmanship for a period of one (1) year at no additional cost to the government. The warranty period shall begin on the date of final acceptance.
