7. Determination by the Contracting Officer that the Anticipated Cost to the Government will be Fair and Reasonable
The Contracting Officer anticipates that the cost will be fair and reasonable based on the government’s independent government cost estimate (IGCE), documented historical cost, and existing government contracts in alignment with publicly available information. The IGCE confirms the anticipated cost based on quantities desired will be fair and reasonable.
8. Description of Market Research CBP regularly reviews technology updates and communicates with vendors and other market participants to ensure research reflects the market as currently constituted. Recently, CBP updated its Market Research Report, noting that nothing has changed to eliminate stance as the sole vendor available.
Several vendors in the market currently provide BWC technology to law enforcement agencies (LEAs) across the country. However, while many vendors provide IDVRS-like services to state and local law enforcement, federal security requirements restrict the market for federal agencies, particularly federal LEAs. CBP and other federal LEAs must meet non-negotiable security requirements, which limit the traditionally large market for BWC and VMS license procurement.1 Although thirteen vendors replied to CBP’s 2019 RFI, only one respondent to the RFI was able to provide documentation proving that both its video management application and cloud storage solution are both FedRAMP Moderate authorized.
In March/April 2021, CBP released another RFI to confirm market availability. The RFI validated and confirmed 2020 market research and continues to be the only vendor to hold their FedRAMP Moderate authorization across the cloud-based VMS and related storage systems.

accordance with CBP’s functional and operational requirements. , since initial award, has demonstrated continued ability to meet functional and operational requirements.
11. A Statement of the Actions, If Any, the Agency May Take to Remove or Overcome Any Barriers to Competition before Any Subsequent Acquisition for Supplies or Services Required
CBP requirements related to security, data management, and privacy requirements are non-negotiable and cannot be removed for a procurement of IDVRS hardware and software.
12. Planning and Funding Statement The acquisition approach detailed within this report does not result from a lack of planning or the expiration of funds. Since 2014, CBP has conducted multiple evaluations of the technology in the field and developed a comprehensive report recommending targeted deployment. CBP conducted extensive market research in the intervening time to ensure clarity of requirements and the ability of vendors in the market to provide these services.
