4. Authority:
FAR 13.501(a)(1)i – Sole Source Acquisition.
5. Justification Rationale:
The Air Force Life Cycle Management Center (AFLCMC) has a requirement for Advanced Intelligence Multimedia Exploration Suite (AIMES) Exploit Licenses and Server Maintenance renewals. The Air Force Life Cycle Management Center is the single center responsible for total life cycle management of Air Force weapon systems. The required AIMES Exploit Licenses and Service Maintenance provide Full Motion Video (FMV) Primary Image Capture Transformation Element (PICTE) capabilities. These abilities support to the AFLCMC/DCGS Video Processing Capability (VPC) system. The AIMES software platform is required to support managed sustainment engineering efforts to maintain the AIMES VPC architecture. The video processing capabilities provides AFLCMC with data that is in compliance with the Department of Defense (DoD) Motion Imagery Standards Board (MISB) standards and
This data is essential to both classified and unclassified weapon operations in the Air Force Distributed Common Ground System (AF DCGS), East and West Coast Hub (ECH/WCH). The AF DCGS is comprised on 32 sites located throughout the Continentals United States (CONUS) and overseas (OCONUS)
The Advanced Intelligence Multimedia Exploration Suite (AIMES) Exploit Licenses and Server Maintenance renewals provides DC ACMS with Primary Image Capture Transformation Element capabilities which is essential to operation and maintenance of the Air Forces Predator Unmanned Aerial Vehicle Exploration Systems as well as Deployable Transit-cased Systems (DTS), mission situational monitoring, combat assessments, mission planning, targeting and re-strike determination to support top-secret missions as well as the capability of PICTE, AIMES Server, and AIMES Exploit to AF DCGS in preconfigured systems.
The Air Force Defense is required to utilize only this software as it is the only approved software with these specific capabilities on the Department of Defense Unified Capabilities (UC) Approved Product List (APL). The Assistant Secretary of Defense for Networks and Information Integration/DoD Chief Information Officer (ASD(NII)/DoD CIO), established the
DoD Unified Capabilities (UC) Approved Product List (APL) which provides functional requirements, performance objectives, and technical specifications for all Department of Defense networks. The Department of Defense (DoD) Unified Capabilities Requirements (UCR) 2013 specifies the technical requirements for certification of approved products to be used in DoD networks to provide end-to-end Unified Capabilities (UC).
The Air Force Life Cycle Management Center conducted system testing in on numerous software programs to determine which products were available in the commercial market capable of providing the required security and performance capabilities. This two year process determined that the AIMES platform is the only software capable of providing all the technical and security performance requirements for the AFLCMC weapon systems. As a result of these findings, AFLCMC obtained a National Security Justification approving only the AIMES software and maintenance on all of its 32 sites. This software is proprietary in nature and is only available from the developer and manufacturer, Leidos, Inc. Leidos does not authorize resale of any component of the Advanced Intelligence Multimedia Exploration Suite (AIMES) Exploit Licenses and Server Maintenance.
