About this file
This document contains questions and answers related to a solicitation for an automated robotic paint application system. The solicitation seeks a fixed-price purchase order to install a robotic paint booth system at a military depot. Key details include that the requirement is set aside for small businesses with less than 500 employees, with quotes due by September 23, 2020. The system must include an eight-axis robot on an elevated rail to paint parts up to 9 feet tall. Color change valves and circulating pumps are required to handle multiple colors and camouflage patterns efficiently. The agency does not specify manufacturers but will consider solutions offering additional value.

Question No. Offeror Question Government Response
Can we be provided an existing Manual Paint Booth System Layout? If so, a 3D Step File would be preferred, but any format would be helpful.
Please reference attached PDF of Paint Booth Layout.
Can we obtain the Paint Specification Sheet and MSDS Sheet for the CARC? This is needed to ensure we select the correct paint system.
Please reference attached PDS from client paint vendor.
3 Based on the SOW 4.3, which refers to asbestos abatement and removal, how much asbestos is required to be removed? This is only if asbestos is found (highly unlikely)
4 May we get detailed pictures of the existing Manual Paint Booth System? (Including all walls and ceiling) Please reference the two attached images of the paint booth.
5 Can we receive detailed drawings or a STEP file for the existing air filtration system? No. Unfortunately we do not have drawings for the filtration system.
6 What Power & Air Supply is available? Please include: Voltage, Amps, Main air header size and maintained air pressure. Main air line is 1inch @90psi as far as voltage we have 240 and 480 available in the area.
7 What is the preferred type of PLC? No preference.
8 What is the preferred vendor for the circulating color change valves? No preference.
9 What is the preferred pneumatic process panel? No preference.
Just a clarification on the ABB IRB 5500 robot identified. Is it expected that the robot is 7 axis by itself (such as with the IRB 5500-27) and added to the elevated rail for a sum total of 8 axes, or is the elevated rail the 7th axis?
The robot itself is a 7 axis robot when added to the elevation rail it becomes an 8 axis.
11 Our company is not registered with the GSA or ITSS. Are we still able to compete for this contract?
This solicitation is being competed open market, therefore, you are not required to be a GSA Multiple Award Schedule Contract holder. Please reference the RFQ for instructions on how to register in GSA's ASSIST so that you may compete for this requirement.
12 Are there existing CAD models of all the parts? Unfortunately, we do not have CAD models for the parts
13 Who is your current pump supplier? Im not sure what you are refering to? We use pressure pots which are pnumatic and supplied by our plant air
14 Are you pumping out of pressure pots? Yes (Binks)
15 Is this a spray oven? There is heat available in the booth but we have drying ovens for our colder months
16 What is the smallest part size? No smaller than 2ft x2ft
17 What six colors are being painted? We have multiple colors that we use but our plan for this booth is to use Black, Brown, Green, Tan, White, and a Primer
18 Will we be painting a camo pattern or 1 color per part only? Yes we will be painting camo patterns at times as well as 1 color per part.
19 We are wondering if we can provide a robot that comes from Italy? Yes, the anticipated cost of this requirement is expected to exceed $182,000, therefore the Trade Agreements Act applies.
20 Rail system is referred to as “elevated”. What is the required height based on their reach study?
An elevated rail system is needed to allow for vehicles to still drive into the booth. The required height of the elevated system needs to accommodate at least a vehicle 9 feet in height, but offerors that can offer a solution to allow for vehicles of greater height that does not exceed the current booth dimensions may be given more favorable consideration.
21 What do you want your pneumatic process panel to control?
We understand that this will vary by manufacturer and equipment. The Government does not have a preference, however, an offeror who proposes a solution which includes features that provide value to the Government may receive more favorable consideration.
22 What are the conditions of acceptance for “commissioning and testing”? Conditions for acceptance include: Installalation, Calibration/Testing, and Training for the end users.
23 Where do you intend to locate the robot controllers? Wherever is most suitable for the proposed equipment.
A reference to “scanner equipment & software” is made for robot path development. Can you elaborate on what is required? Are you asking for a RFID tag and reader system or something else?
The Government's requirement is to have the ability to paint varying parts and sizes in this booth. The process for doing so may vary by manufacturer. An offeror who proposes a solution which includes features that provide value to the Government may receive more favorable consideration.
The AGMD is now a PRO version, similar to HVLP, we assume this is acceptable? It also comes in several configurations, we assume a hollow wrist application is preferred? Additional clarifications:
Do you require a single or dual head configuration?
60 or 90 deg. Adapter?
We understand that this will vary by model and equipment. The Government does not have a preference. However, an offeror that provides a solution that exceeds the Government's requirements and/or provides savings to the Government may receive more favorable consideration.
With regards to the color change valve:
Do you require a solvent flush valve? If yes, how many?
Do you require an air purge valve?
Are you wanting to circulate the color(s) through the valve? If yes, where are you circulating back too?
There are multiple parts that require more than one color and/or camo patterns. Therefore, we need to be able to change colors quickly with minimum waste. We understand the process for doing this may vary by model and equipment. We do not have a preference. However, an offeror that provides a solution that exceeds the Government's requirements and/or provides savings to the Government may receive more favorable consideration.
27 Where will the existing pressure pots/ pumping equipment be located? Depending on the size of the equipment being painted, the location of the pressure pots may be inside or outside the booth.
