Introduction:

The General Services Administration (GSA) Region 8, Federal Acquisition Services (FAS), on behalf of the Department of Veterans Affairs (VA), VISN 19 Montana Healthcare System, intends to negotiate with Alcon Laboratories, Inc. under the authority of Federal Acquisition Regulation (FAR) 6.302-1(a)(2)(ii) Only One Responsible Source and No Other Supplies Will Satisfy Agency Requirements for the purchase of a Centurion Vision System.

The NAICS Code is 423450 Medical, Dental and Hospital Equipment and Supplies Merchant Wholesalers with a Size Standard of 500 employees. The Product/Service Code is 6515 Medical and Surgical Instruments, Equipment, and Supplies GSA anticipates negotiating and awarding a firm-fixed-price (FFP) contract for this requirement.

Response Request:

Interested parties that believe they could satisfy the requirements listed in Description of Requirement may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a request for competitive quotations/proposals or bids. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. If competitive procedures are not used it is estimated that an award will be issued by Friday, March 31, 2017. Any questions regarding this notice must be submitted in writing via email to Jessica Miller at jessicas.miller@gsa.gov. All responses to this notice of intent must be submitted so that they are received at jessicas.miller@gsa.gov no later than Wednesday March 29, 2017 at 9:00 am Mountain Time.

Salient Characteristics:

Centurion Vision System or equivalent Phacoemulsification System, with the following specifications:

1. Product 1: Phacoemulsification System

1.1. Functions to be performed;

1.1.1. The system shall provide a controlled fluidic environment during lens removal/cataract surgery and implantation of the intraocular lens (IOL).

1.2. Performance required;

1.2.1. The system shall be capable of setting a target intraocular pressure (IOP) using a bag and pump system to adjust fluid compression. Systems using gravity fluidics and/or pressurized irrigation fluidics will be found technically unacceptable.

1.2.2. The system shall allow the surgeon to compensate for patient eye level.

1.2.3. The system shall monitor aspiration flow rate, infusion pressure and vacuum to adjust for pressure changes during surgery.

1.2.4. The system shall be FDA approved.

1.2.5. The system shall allow surgeons to set the time in which the system will reach targeted IOP.

1.2.6. The system shall allow surgeons to set factors to compensate for tip/sleeve selections.

1.2.7. The system shall utilize computer software and a graphical user interface (GUI) for the setting of target IOP and related adjustments.

1.3. Essential Physical Characteristics;

1.3.1. The system shall have a wireless foot pedal to prevent damage when beds and chairs are moved during surgery and when other services are in the operating rooms.

2. Product 2: Phacoemulsification Vision System Handpieces

2.1. Functions to be performed;

2.1.1. The quoted handpiece shall be for the purpose of cataract emulsification.

2.2. Performance required;

2.2.1. The quoted handpiece shall utilize torsional technology for the application of energy.

2.3. Essential Physical Characteristics;

2.3.1. The quoted handpiece shall have a Luer lock (Luer taper).

2.3.2. The quoted handpiece shall have a tip bevel alignment.
