53 C.5.1.d When does the government provided CMMS become “applicable”? When is the “cutover” expected?
The Government provided CMMS implementation is not known at this time.
It's not expected to occur during the transition period. The offeror's should be prepared to purchase and implement a
CMMS web based system that meets the solicitation requirements.
54 C.8.1 Minimum Staffing. Is minimum staffing just is a suggestion as the solicitation is a
Performance Based contract?
C.8.1 clearnly identifies this is a Minimum
Requirement, not a suggestion.
55 C.8.1 Why the requirement for HVAC (Research Facility)? Are there labs and lab equipment to maintain? The job description of a HVAC (Research Facility) states “will maintain and repair specialized laboratory equipment such as fume hoods, de-ionized water systems bio-clean systems, vacuum systems, cascade refrigeration systems, and laboratory sinks. This mechanic may perform complex repair of systems component such as compressors, condensers, heat pumps regulators, fluid and refrigerant gas lines valves, meters, gages, thermostats, pumps, mechanical linkage, and electrical sensing, switching and controlling devices including pneumatic controls, variable speed drives, digital controlled devices, electronic, hydraulic heating and cooling and economizer systems.” This position would be overqualified for the type of work indicated by the Scope of Work and the equipment inventory doesn’t support the need for this level of HVAC Technician. It also comes at a higher wage rate which would unnecessarily cost the Government more money.
This is the requirement determened necessary by the Government. HVAC mechanics are expected to meet the skill sets of the HVAC (Research Facility).
56 C.8.1 Regarding the statement “The skill sets for the staff shall be as stipulated in the Department of
Labor Service Contract Act Directory of Occupations (Fifth Edition)” the job title of Custodian does not exist in the referenced directory. Please clarify if the job title should be Janitor or some other position.
Janitor
57 C.8.4 Service Request and Administrative Support. Is it the Government’s intent to have the contractor provide a central point of contact at each building or one central point of contact to serve all buildings?
This is a performance-based acquisition.
The Contractor should propose according to the staffing that the contractor requires to comply with the PWS requirements. The only exception to this is the minimum staffing requirement in C.8.1
58 C.8.4 Service Request and Administrative Support. Does GSA anticipate the need for an
Administrative Clerk to provide this function?
This is a performance-based acquisition.
The Contractor should propose according to the staffing that the contractor requires to comply with the PWS requirements. The only exception to this is the minimum staffing requirement in C.8.1
59 C.8.6 Mechanical Quality Control Program, states “The system of checklists, inspection methodology, and frequencies shall be documented by the Contractor and submitted to the CO or designee after each site visit.” Please clarify why all this information needs to be submitted after each site visit.
This is the requirement determened necessary by the Government. Para C.8.6 states:The contractor shall provide semi-annual on-site inspections by qualified
Corporate/Regional personnel not performing services at any of the facilities covered by this contract. The system of checklists, inspection methodology, and frequencies shall be documented by the
Contractor and submitted to the CO or designee after each site visit. The
Contractor shall maintain a Local file of all quality control inspections conducted by the
Contractor, including the corrective actions taken and submit copies of quality control inspections monthly in the Monthly

63 C.10.e Requires a lot of information on the equipment in the building. Is this information already in a
CMMS to be transferred to the incoming O&M or will the new O&M be required to input this information. If the information is incomplete to the specs required here, how long will the new
O&M have to update the system?
The contractor will be responsible for updating all the pertinent data that has not been documented in the current equipment inventory. The contractor shall conduct these updates in the base year of the contract while conducting PM's on the equipment

65 C.17 Building Management Support Services. How many hours is the contractor expected to provide under this service?
The hours are dependent on each building location and type of service needed. The contractor will be infomred as far in advance as possible of the actual date a time the services are needed.
66 C.17 The paragraph states that the “Support services will be subject to the Over & Above provisions of this contract.” Does this mean the contractor will be paid for all Building Management
Support Services provided even if they occur during normal working hours?
Services provided during normal working hours are subject to Over & Above para
B.3, C.2.50 as approval by the CO.
67 C.18 Inspection Assistance for Space Build Outs. Will GSA consider the contractor to provide this function as Over & Above services? It is impossible to know how much time will be involved in providing these services or how often they will be required.
Inspection assistance is part of the base services and will be included in the FFP
O&M CLINs. Inspection assistance will not be considered an additional service.
68 C.18 Will the contractor be allowed to perform this service prior to GSA’s final payment to the installing contractor?
This is not related to this requirement as the installing contractor will not report under this requirement.
69 C.18 Will the contractor be required to correct any the deficiencies found during the inspection under the basic services of this contract?
C.18 requires the contractor to perform an inspection of new build outs/space at the
CO's request. The contractor is required to point out any areas or issues that would have a negative impact on the building, the tenants, or the O&M contractor's ability to maintain the equipment in the space or the space itself.
70 C.18 Are there any liabilities to the contractor due to services required of this paragraph? The responsibility to repair or maintain new areas will not be with the O&M contractor until the space is added in accordance with paragraph G.7.
71 C.20 Labeling Of Electrical Circuits, are all electrical panel’s labeling complete and maintained up to date as described by the paragraph?
Yes, however, per the paragraph at C.20
"the contractor shall be required to label un-labeled circuits found during the course of performing trouble shooting or other maintenance actions."
72 C.20 Second Paragraph is unclear as to O&M contractors’ responsibility for updating changes to electrical circuits made by others contractors. Is it the contractor’s responsibility to over-see
GSA’s contractors too? Will this be subject to the Over & Above services?
The contractor's responsibility is only to verify that any changes to circuits made by other contractors have been properly labeled when requested to do so by the
Government. You will not over-see any other GSA contractors. This is not subject to Over & Above.
73 C.21.8 Normal Tenant Working Hours, paragraph states, “Contractor shall also be responsible for any necessary operation and prevention of damage to equipment during on and off duty hours to due to inclement weather, high wind events, or freezing temperatures.” Please clarify the intent of this statement.
The paragraph is clear. “Contractor shall also be responsible for any necessary operation and prevention of damage to equipment during on and off duty hours to due to inclement weather, high wind events, or freezing temperatures.”
74 C.23.3 Emergency Call Back (after hours), states “The contractor will not be paid for emergency call backs in those cases where the nature of the emergency call back is due to failure of equipment or system(s) that the contractor is responsible for under the basic services of the contract. In these cases the contractor shall be responsible for all cost incurred up to the repair threshold. If the nature of the call back is due to conditions beyond the contractors control then the work shall be governed repair provision, paragraph C.40.5.” Please confirm that under both instances cited above, the contractor will be responsible for the repair threshold of the first $2,500.00 of the repair.
That is confirmed, also, C.40.1 that states
"If damage is caused by Contactor negligence, the Contractor shall be liable for the full cost of repair, any other provisions notwithstanding."
75 C.23.3 Also, will the contractor be reimbursed for its labor if the “nature of the call back is due to conditions beyond the contractors control”?
See para C.40.5 " The contractor shall not charge labor for his/her employees unless the work must be performed after hours and the work could not be reasonably performed during regular working hours."
76 C.28.1 When was the last time the AMS were calibrated? The Electric sensors are current transformers which are physically attached to the biuss in the main switchgear and require no calibration. The PM requirements are to verify daily that the sensors are providing information to the server (This takes approx 5 Minutes per day), verify tightness of sensors annualy, and clean as necessary on an annual basis.
(This is anticipated to take approximately
30 minutes per device).
77 C.28.1 Please provide manufacturer and PM information for the advanced meters. See question 76
