Synopsis:

This is a combined synopsis/solicitation (CSS) for commercial items prepared in accordance with the procedures in Federal Acquisition Regulation (FAR) Subpart 12.6 and is being utilized in conjunction with the policies and procedures for solicitation, evaluation and award prescribed in FAR Part 15, Contracting by Negotiation. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This CSS is issued as a Request for Proposal (RFP).

This solicitation is not a small business set aside. The NAICS code applicable to this procurement is 561210 with a small business size standard of $35.5 Million. This solicitation document incorporated provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2005-61. The FAR requires that prospective contractors complete electronic annual representations and certifications in conjunction with their required registration in the Central Contractor Registration (CCR) Database. These annual representations and certifications are submitted via the Online Representations and Certifications Application (ORCA), a part of the Business Process Network (BPN) at http://orca.bpn.gov.

Requirement:

Provide all services required for Department of Defense (DOD) Counter Narcoterrorism Technology Program Office (CNTPO) to maintain a basic, operational support cell (called CNTPO-Forward) in Kabul, Afghanistan. There will be two (2) full-time permanent personnel in the CNTPO-Forward support cell requiring support under this order. There may be an additional two (2) full-time permanent personnel for a total of four (4) personnel in the CNTPO-Forward support cell requiring support under this order. There will be a variable number of personnel visiting the CNTPO-Forward support cell for variable lengths of time requiring support under this order.

The CNTPO-Forward requires the service requirements presented below including static (will not likely change) and variable requirements in terms of the number of personnel, vehicles, etc, that will be needed for any given duration. The number of each requirement will vary month to month and will not always be required at all times; the requirements shall be made available at any time upon request of the Government. All services identified herein, except for vehicle maintenance shall be within the proposed compound or facility. The contractor shall specifically identify the proposed compound and location in their proposal. These services shall be provided, as specified in the PWS, regardless of the actual number of personnel deployed, to include:

1. Living Quarters

2. MWR Amenities

3. Housekeeping and maintenance services

4. Dining

5. Vehicle storage

6. Vehicle maintenance service

7. Vehicle fueling service

8. Security

9. Driving and translation service

10. Procurement of minor equipment, office supplies and ancillary services

11. Optional requirements may include an Armory for securing weapons, provision of an armored vehicle, additional driver/translator/interpreter services, additional fueling service and additional temporary lodging potentially on short notice and meeting facilities.

The primary place of performance is in Kabul, Afghanistan. The current CNTPO Forward Office is located at Camp Integrity which is the Government preferred location. Place of delivery for materials ordered under this order may be any of the following: Government Task Leader (NSWCDD, Dahlgren, VA); CNTPO-FWD main office (Kabul, Afghanistan).

Additional FAR & DFAR clauses are incorporated within the attached Performance Work Statement (PWS).

Evaluation Criteria:

This procurement is being conducted under the best value – tradeoff process source selection (FAR Part 15.101-1), which seeks to select a proposal with the overall best value to meet the Government’s need. Best value is defined as the expected outcome of an acquisition that, in the Government’s estimation, provides the greatest overall benefit in response to the requirement, in accordance with FAR 2.101.

The best value will be determined by comparing differences in the value of non-price factors with differences in prices to the Government. In making this comparison, the Government is more concerned with obtaining superior technical and past performance features than with making an award at the lowest overall cost to the Government. However, the Government will not make an award at a significantly higher overall price to achieve slightly superior technical or past performance features.

Technical Capability and Past Performance evaluation factors, when combined, are significantly more important than price. Therefore, price is not expected to be the controlling factor in the selection of an offeror, but the degree of importance of price as a factor could become greater depending upon the equality of the proposals for other factors evaluated.

The Government reserves the right to make a selection based upon the initial proposal submissions so the offeror should submit its best terms in the initial proposal. The Government may also enter into discussions if determined necessary or determine to make no award.

A single offeror will be selected who is deemed responsible in accordance with the FAR 9.104-1 and whose proposal provides the Government a best value solution.

The Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a). Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a price and technical standpoint. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.

FAR 52.212-2, Evaluation of Commercial Items (Jan 1999)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factor(s) shall be used to evaluate offers: Technical Capability, Past Performance, and Price.

All factors are listed in relative order of importance with Technical Capability and Past Performance, when combined, are significantly more important than price. Technical Capability and Past Performance will be evaluated based on the assessed strengths, weaknesses, deficiencies and risks of the offeror's proposal as they relate to each factor.

(b) Options: The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

Technical Capability: Offerors must demonstrate an understanding of the performance requirements and an ability to execute them in accordance with the PWS. Offerors shall tie each proposed solution to the corresponding PWS requirement it relates to. The Government will evaluate the offeror’s understanding of the work and soundness of their approach to specifically include an offeror’s ability to provide the required personnel and equipment necessary to successfully execute the PWS requirements. This shall include a discussion of their approach for delivering the services and deliverables.

The offeror’s proposal shall include a staffing plan that details the proposed contractor labor force by labor category and level of effort. The staffing plan shall describe the duties and responsibilities of each position and how the position interfaces with the other positions.

The staffing plan will be evaluated on the degree to which it demonstrates a structured approach to communication, direction, control, and assignment of responsibilities to contractor personnel resulting in successful accomplishment of the PWS requirements while minimizing risk to the Government.

The offerors proposed technical approach will be evaluated on how clearly and effectively the proposed staffing plan supports the delivery of all PWS requirements.

Submissions for technical capability shall not exceed thirty (30) pages excluding title pages, table of contents, and graphics.

Past Performance: Offerors shall submit at least three (3), but no more than five (5), past or current contracts/task orders with comparable requirements to the solicited contract. Past contracts/task orders should have occurred within the last three (3) years. Past performance information must include a point of contact (name, company name, phone number, fax number and email), contract number, contract type, dollar value, date of award, performance period, and a brief narrative describing the nature and complexity of the work. The offeror shall also describe their role in the project and its relevance to the solicited contract.

Offerors shall provide the separately attached Past Performance Questionnaire (PPQ) to the points of contact for the referenced projects. The questionnaire must come directly from the point of contact no later than the CSS closing date/time. The Government will evaluate only the first three (3) PPQs received from the point of contacts referenced in the Past Performance volume.

Offerors shall be solely responsible for contacting the point of contact and ensuring that point of contact submits a completed questionnaire no later than the CSS closing date/time via electronic mail to amy.venckus@gsa.gov.

In evaluating Past Performance, the Government will evaluate the offeror’s ability to perform relevant effort(s). In conducting the past performance evaluation, the Government may use data provided by the offeror and data obtained from other sources, such as Past Performance Information Retrieval System (PPIRS), that it considers recent and relevant. Greater weight shall be given to information received from past performance references, than the written information furnished by the offeror in their quote. In evaluating past performance, the Government will review how well the offeror has performed on other comparable projects.

The failure to submit three (3) narrative projects or the three (3) PPQs associated with those projects may lead the government to assign greater risk to successful performance with an Offeror’s proposal.

Price: All offerors shall provide a written price proposal. Pricing shall include the proposed labor categories, number of hours per labor category, and the fully loaded T&M labor rate. Travel and supplies/materials (referred to as ODCs) should be proposed as Not-to-Exceed amounts in accordance with the ceilings stated in the PWS. No fee shall be applied to ODCs. In determining the total price reasonableness, the Government will consider the level of effort and the mix of labor categories proposed to perform the contract requirements.

The proposed price must be formatted and submitted in accordance with the pricing template (i.e., Microsoft Excel spreadsheet) included in the RFP package. The pricing portion shall be submitted separately from the non-price portion.

Proposal Submission:

Technical:

Submissions for technical capability, shall not exceed thirty (30) pages, this DOES NOT include: title pages, table of contents, and graphics.

Past performance information must include a point of contact (name, company name, phone number, fax number and email), contract number, contract type, dollar value, date of award, performance period, and a brief narrative describing the nature and complexity of the work. The offeror shall also describe their role in the project and its relevance to the solicited contract.

Offerors shall submit at least three (3), but no more than five (5), past or current contracts/task orders with comparable requirements to the solicited contract. Past contracts/task orders should have occurred within the last three (3) years.

Offerors shall provide the separately attached Past Performance Questionnaire (PPQ) to the points of contact for the referenced projects. The point of contact for a referenced project must submit a completed questionnaire no later than the RFP closing date/time via email (electronic copy to amy.venckus@gsa.gov). The questionnaire must come directly from the point of contact. The Government will evaluate only the first three (3) PPQs received from the point of contacts referenced in the Past Performance volume.

Price:

The offeror shall provide a written price proposal separate from the Technical Capability statement. All services for each period of performance are to be priced as T&M. The offeror’s price proposal should include labor categories, hours, and fully burden labor rates. Travel, training, and material costs (referred to as ODCs in the PWS) should be proposed as Not-to-Exceeds amounts in accordance with the budgetary estimates in the PWS. No fee shall be applied to ODCs. The offeror’s proposed pricing will be used in establishing the ceiling price for the contract.

Submission:

All offers must contain the information necessary to satisfy the factors of evaluation in the identified format. The failure of an offeror to supply adequate details in the proposal to permit the Government to sufficiently evaluate the proposal may result in the Government assigning less confidence or higher risk associated with the proposal.

All interested offerors must submit their proposal via GSA’s Information Technology Solution Shop (ITSS) web-based order processing system on or before 4:00 pm on December 6, 2012. Proposals will only be received and awarded via ITSS. The webpage link is listed below and the ITSS Help Desk number is 1-877-243-2889. ITSS webpage is https://portal.fas.gsa.gov/web/guest.

In order to access this RFP in ITSS for submission of a proposal, all interested parties should send the exact individual name and company registered in ITSS via email to amy.venckus@gsa.gov no later than 3:00pm on November 26, 2012. THE CONTACT’S NAME MUST BE EXACTLY AS IT APPEARS IN ITSS. Vendors will not be able to access this RFQ in ITSS without providing this requested information to GSA in advance of the closing date. It’s the interested parties’ responsibility to ensure vendor registration in ITSS, notification of ITSS registration to the GSA POC for this solicitation and submission of the quote are completed before the bid closing date and time. Extension to the RFQ closing date and time will not be granted due to late registration in ITSS.

General Information:

Any contractual and/or non-price questions should be submitted in writing via email to: luis.paganmarchand@gsa.gov and amy.venckus@gsa.gov no later than November 16, 2012, 1:00 PM Eastern Time which allows a reasonable response time before the CSS closing date/time.

Offerors shall furnish all the information requested by this solicitation. Offerors are expected to examine this entire solicitation document including the PWS. Failure to do so will be at the offeror’s own risk. Proposals shall set forth full, accurate, and complete information as required by this solicitation package. The penalty for making false statements in proposals is prescribed in 18 U.S.C. 1001.

Offerors submitting restrictive data will mark it as follows in accordance with the FAR Clause 52.215-1 Instructions to Offerors - Competitive Acquisition which is incorporated by reference. Clause 52.215-1 states: "Offerors who include in their proposals/ quotations data they do not want disclosed to the public for any purpose or used by the Government except for evaluation purposes, shall –

Mark the title page with the following legend:

"This proposal/quotation includes data that shall not be disclosed outside the Government and shall not be duplicated, used or disclosed--in whole or in part--for any purpose other than to evaluate this proposal or quotation. If, however, a contract is awarded to this offeror as a result of--or in connection with--the submission of this data, and the Government incorporates the proposal/quotation as part of the award, the Government shall have the right to duplicate, use, or disclose the data. Also, this restriction does not limit the Government's right to use information contained in this data if it is obtained from another source without restriction. The data subject to the restriction is contained in sheets (insert numbers or other identification of sheets)"; and

Mark each sheet of data it wishes to restrict with the following legend:

“Use or disclosure of data contained on this sheet is subject to the restriction on the title page of this proposal or quotation."

The Government assumes no liability for disclosure or use of unmarked data and may use or disclose the data for any purpose. Unless restricted, information submitted in response to this request may become subject to disclosure to the public pursuant to the provisions of the Freedom of Information Act (5 U.S.C. 551).

Offerors shall specifically identify and address assumptions within their proposal. The Government reserves the right to reject any proposals that include any term or assumption that fails to assent to a material term of the solicitation.

The offeror shall identify any portions of the requirement that will be performed by subcontractors or teaming partners. This information shall include the subcontracting firm and the specific duties and labor categories that will be performed by the subcontractor. This is for information purposes only and will not be evaluated as part of the Technical Capability factor.
