Request for Quote (RFQ) ID01160100 IDirect 900·Series Modem Upgrade

1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quote is requested and a written solicitation will not be issued. The solicitation number is ID01160100 and is issued as a Request for Quote (RFQ). This solicitation and incorporated provisions and clauses are those in effect through FAC Number 2005-89-1. This solicitation is Sole Source, see paragraph 3 of this combined synopsis/solicitation. The associated NAICS code is 517410, Satellite Telecommunications. Contractor will deliver forty eight (48) IDirect 900·Series Modem Upgrade as specified below.

Specifications:

Part No. 0218-0000-01W - IDirect 900·Series Modem Upgrade

Direct 900·Series ODU for existing Hawkeye terminals. The L-3 900-series ODU will ship with iDirect release 3.4.1 of the 900-series modem which supports the iDirect Evolution TDMA waveform. The Velocity upgrade is expected to be released by iDirect in 1st quarter calendar year 2017. When available Velocity will be a no cost software upload to the 900-series modem/ODU. Velocity implementation over Global Xpress is not finalized but it is anticipated to require modifications to the L3 ODU circuitry. These modifications include a host processor upgrade as well as support for the 2nd demod function.

2. The modems must be delivered thirty (30) days after award.

3. Sole Source Justification is done under Subpart 13.501 (a) and FAR 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. L3 Com Corp is the sole source supplier for the required hardware to upgrade existing Hawkeye terminals owned by the Government. Based on the technical criteria set forth by Government technical experts and associated accrediting organizations, the required iDirect hardware best fulfills the Government's requirement. L3 Com Corp is the sole authorized reseller and the proprietary source of the Hawkeye satellite systems and associated hardware. The iDirect modem is integrated into the L3 antenna and it is totally proprietary to L3 Com Corp. There are no other authorized resellers or partners authorized to modify or resell the required hardware.

The reconfiguration to integrate other satellite terminals would result in substantial duplication of costs that are not expected to be recovered through competition. These costs would include an increase in maintenance and integration as personnel have already performed these on the existing system and the reconfiguration of the system will also result in increased cost for maintenance and integration. This hardware will enable the Government to meet its capability gap of providing high data throuput satellite on the move (SOTM) communications.

The approved justification will be posted in FedBizOpps within fourteen days after award.

3. Delivery is to be made to the following address:

Attn: Ms. Kathy Branham

Bldg. 221, Door #7 P.O. Box 14065, Blue Grass Station, Lexington, KY 40512-4065

Phone 859-566-5535

4. Award will be made if contractor’s quote meets the technical requirements and the price is determined to be fair and reasonable.

5. The following FAR provisions are incorporated by reference:

52.212-1 Instruction to Offerors Commercial Items (Oct 2015) 52.212-3 Offeror Representations and Certifications-Commercial Items (July 2016)
