1. CLIENT AND CONTRACTING ORGANIZATION:

2. NATURE ANDIOR DESCRIPTION OF ACTION BEING APPROVED:
This limited sources justification authorizes and approves issuance of a limited source Task Order (TO) to XTEC Incorporated (XTEC), under its schedule contract GS-3SF-061SS. SIN 132- 62, Homeland Security Presidential Directive 12 Product and Service Components. Federal Acquisition Regulations provide that although orders placed under Federal Supply Schedules are exempt from the requirements in Part 6, an ordering activity must justify its action when restricting consideration of schedule contractors to fewer than required in 8.405-1 or 8:405-2.
The TO will be issued as a firm fixed price order.
3. DESCRIPTION OF SUPPLIES ANDIOR SERVICES REQUIRED TO MEET THE
AGENCY'S NEEDS:
XTEC will provide Physical Access Control Services, software engineering and project coordination support to multiple PBS Security Projects at the McCormack, JFK, and O'Neill Federal Buildings in Boston, MA ana the Murphy Federal Building in Waltham, MA. These support services require the existing XTEC Authentx Physical Access Control System components and infrastructure to be modified both in the software logic and physical components to continue to provide secure access to the buildings for PBS due to phased construction projects by PBS. The modified equipment and infrastructure to be maintained and operated by XTEC must provide maximum security during these projects and project coordination of the PBS newly installed security equipment (barriers and gate arms along with infrastructure) to be integrated with the Authentx equipment and components for controlling of new equipment for secure access into the respective buildings. The O'Neill Federal Building new front entrance security pavilion project will require detailed card reader removal and temporary installation as well as new installation of new equipment to support new pavilion

The Murphy Federal Building project in Waltham due to a front entrance security project requires a Single card reader to be controlled by the Authentx Global Physical Access Control System and SaaS servers currently deployed for control by the Region. Physical Access Control Services and project coordination are integral to the successful deployment and integration of the PBS security equipment (barriers and gate arms and infrastructure) at these Level 4 buildings and the resulting continued operations of the Authentx PACS equipment during these projects.
The estimated value for the task order is $187,500.00.
4. LIMITED SOURCES AUTHORITY: FAR PART 8.405-6(A)(1)(I)(B) Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. Supporting rationale as follows:
The PACS located at the Federal Buildings referenced above had been purchased under the Schedules program under Schedule 70, SIN 132-62 Homeland Security Presidential Directive 12 Product and Service Components. The orders for these PACS were competitively solicited on e-Buy and each one awarded to XTEC Inc. XTEC Inc is the only contractor capable of providing the PACS services, software logic changes and component changes due to licensing agreements and the need for replacement components to match the existing systems components as well as XTEC being the only vendor able to perform software engineering logic support and integration support to the Authentx system. XTEC Inc is the only contractor certified to work on its equipment and the only one to hold licenses for its equipment parts including its card reader devices.
5. BEST VALUE I PRICE REASONABLENESS
The contractor's quote will be evaluated to determine if it meets the requirements.
FAR Subpart 8.404(d) states "GSA has already determined the prices ... and rates for services offered at hourly rates under schedule contracts to be fair and reasonable." GSA will evaluate the total price to the Government by analyzing the proposed price for reasonableness to determine whether it is realistic for the work to be performed; reflects a clear understanding
of. the requirements; and is consistent with the contractor's quote. The price quote will also be evaluated to ensure they do not exceed the Contractor's Schedule contract price.
XTEC past performance ratings on orders done with this office and others has consistently been very good and exceptional.
Based on the foregoing the Contracting Officer has determined the order represents best value consistent with 8.404(d).

6. MARKET RESEARCH
Currently there are fifty one vendors listed on GSA eLibrary under SIN 132-62, Homeland Security Presidential Directive 12 Product and Service Components. The Region had previously awarded a long term maintenance contract to XTEC under which a previous sources sought notice was issued on e-Buy on Nov 18, 2011 for a period of five days to all contract holders under Schedule 70, SIN 132-62 with no response from any bidders except XTEC.
Conditions have not changed since then as XTEC is still the only contractor certified to work on its equipment and the only one to hold licenses for its equipment parts. Since XTEC is the only contractor certified to work on its equipment and the only one to hold licenses on its equipment parts there would be no benefit to the Government by competing this order as it is certain no other vendor would be able to accomplish the work.
7. A STATEMENT OF ACTIONS, IF ANY, GSA MAY TAKE TO REMOVE OR OVERCOME
ANY BARRIEERS THAT LED TO THE RESTRICTED CONDERERA TION BEFDORE ANY
SUBSEQUEST ACQUITION FOR THE SERVICES IS MADE.
