3. Description of Services or Supplies:

The U. S. Army Human Resources Command utilizes Chromira

ProLab Printing System as their primary printing system for all print jobs. The system automatically nests, sorts, back-prints, cuts, and collates package orders of small prints, larger prints, and murals. The resulting award will include the following items: premium hardware and software support for the Chromira 5x30 Printing System. The maintenance covers software and equipment error diagnostics, customer support, exchange of defective parts, free mechanical upgrades as needed, software upgrades and free shipping.

Period of Performance: Base plus four option years. Base year period of performance is 7/31/2020 - 7/30/2021.

4. Authority:

X FAR 13.106-1(b)(1): For purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization.

5. Reasons for Authority Cited:

This is a Sole Source Justification (SSJ) for Chromira ProLab Printing System and if the Government does not procure this name hardware and software, a substantial loss of capability will occur until HRC finds an equivalent package with similar or greater capabilities. Additionally, HRC has a capital investment in the purchase of the system that has not reached the end of its life cycle. This requirement exceeds the micro-purchase threshold and the intended contractor is the only source who can provide the required supplies or services.

If action was not competed, state the cited authority, summarize rationale: FAR 13.106- 1(b) (1), Market research and procurement history for this requirement indicates that the sole manufacturer for this maintenance service is ZBE Inc.

6. Publicizing Contract Actions: For FAR Part 13 actions, the public display and synopsis requirements of FAR 5.101 and FAR 5.203 do not apply due to the dollar threshold, apply and will be followed, or do not apply due to an exception at 5.202 . This requirement will be synopsis in beta.sam.gov opportunities.
