Sole Source Justification

Background and Requirement:

The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) is a Naval research activity operating under the direction of the Commander, Naval Sea Systems Command

(NAVSEA).

Through its Science & Technology (S&T) Library, NUWCDIVNPT provides library and information services to its scientists and engineers as well as those at Naval Surface Warfare Center (NSWC) Carderock. The S&T Library provides subscription access to select packages of engineering specifications and standards, which are critical to the proper design, construction, and maintenance of naval warfare systems. Because of ever-evolving missions and technologies, the S&T Library needs the capability to quickly obtain copies of individual specifications and standards that are required by its users but which fall outside of its typical subscription packages.

Estimated value of this requirement:

Period of Performance: One (1) year ARO, with the possibility of four (4) option periods.

FOB Destination.

Governments Minimum Requirement/Salient Characteristics:

The S&T Library requires the capability to provide on-demand, electronic copies of engineering standards and specifications to its engineers. Standards and specifications must be available from the broadest array of standards organizations to support diverse and changing mission areas and requirements. At a minimum, engineers need ready access to individual standards from American Association of State Highway and Transportation Officials (AASHTO), The American Concrete Institute (ACI), American Institute of Architects (AIA), American National Standards Institute (ANSI), American Petroleum Institute (API), American Society for Testing and Materials (ASTM), American Society of Mechanical Engineers (ASME), American Society for Quality (ASQ), American Water Works Association (AWWA), American Welding Society (AWS), Electronic Components Industry Association (ECIA), Global Emissions InitiAtive (GEIA), International Electrotechnical Commission (IEC), International Patent Classification (IPC), International Organization for Standardization (ISO), Joint Electron Device Engineering Council (JEDEC), American Institute of Architects (AIA)/National Aerospace Standards (NAS), National Electrical Manufacturers Association (NEMA), National Fire Protection Association (NFPA), Society of Automotive Engineering (SAE), Telecommunications Industry Association (TIA), Welding Research Council (WRC), and Underwriter Laboratories (UL). The S&T Library requires access to a web-based database that allows users to search for, locate, and purchase such standards against a deposit account. Standards need to be available on-demand and in an electronic format in order to meet time-sensitive (occasionally immediate) demands.

Electronic documents also need to be provided in a format that can be viewed and printed on Navy networks without requiring additional software.

Why only one source:

Along with Techstreet and SAI Global, IHS Markit is one of three main companies that offers a dedicated service as a reseller of engineering standards and specification. However, IHS Markit is the only company to have established relationships and licensing agreements with the more than 500 standards development organizations NUWCDIVNPT requires. As a result, IHS Markit is the only company that can provide on-demand content from all of the standards organizations which NUWCDIVNPT engineers have a demonstrated need. IHS Markit is also best positioned to meet future engineering needs because of the scope of their available content.

In addition, IHS Markit is the only company than can provide the requisite electronic standards in a format that is viewable and printable on Navy networks. Standards organizations increasingly are applying digital rights management (DRM) policies to their electronic documents. To view or print these types of documents, end-users are required to install additional software on their computers. This software however is not permitted on Navy networks. As a result, even though other resellers and standards organizations can provide electronic copies of standards directly, they will only provide DRM versions that are virtually unusable within the Navy IT environment. In comparison, IHS Markit is the only company that has demonstrated that it can provide non-DRM versions of standards as required.

RESELLERS:

o No authorized resellers have been identified for IHS Markit.
