SOLE SOURCE JUSTIFICATION:
The assembly mentioned above is currently being used in OK-664 production systems, and was initially created for RFDACS OK-664, a Navy system. This assembly is made specifically for the VXI chassis, which is housed within RFDACS OK-664 systems.
Astronics Test Systems is the only company that manufactures this assembly and has the proprietary design, therefore, no other company is capable of manufacturing this bit receiver assembly. A redesign for this assembly would incur costs in reverse engineering and the hardware and firmware, which would take upwards of two years with a cost of at least $250,000 per year. RFDACS program redesign efforts are currently ongoing for OK-700 systems only, as OK-664 systems are supported until end of life by the Depot. Platforms that will not be upgraded to OK-700 will be required to continue to operate, and without this compatible assembly the OK-664 systems will not work as intended for the Fleet.
RESELLERS:
Astronics Test Systems does not have any authorized resellers.
Requiring Department:
Based on the above, I recommend this acquisition be conducted on a Sole Source basis. I certify the technical data which form the basis of this justification are complete and accurate.
