BRAND NAME SPECIFICATION

Intermediate Bulk Container for Mk 48 OTTO Fuel

DESCRIPTION OF REQUIREMENT:

vl.6 FEBRUARY2021

The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) Code 85, Weapons, Vehicles, and Defensive Systems Department requires the purchase of quantity 80 Intermediate Bulk Containers (IBC) for the transfer of P-Code OTTO Fuel that is a byproduct of flushing the Mk 48 torpedo fuel tank after an in-water run at Post range sites. The IBCs are then shipped to their respective Mk 48 Intermediate Maintenance Activity (IMA) for reclamation of the OTTO Fuel.

BRAND NAME SPECIFICATION

All current IBCs used at the IMAs are manufactured by Snyder Company and have a specific top and bottom design that allows the IBCs to be stackable with existing IBCs currently in use at the IMAs. Snyder IBCs have three top openings required to interface with the fill/drain, vent, and level monitor connections. Snyder IBC design does not have a bottom drain valve, which could cause leaks, and offers a top pump out drawtube design certified for DOT. Snyder also has a pressure relief/vacuum vent required for transportation of contents.

All other IBC manufacturers only have one opening where three is required. They all have a bottom drain valve with non-OTTO Fuel compatible gaskets. Samples of common IBC drain valve manufacturer drain valve gaskets were obtained and tested for OTTO Fuel Compatibility and failed drastically which would cause a hazardous waste spill. Additionally, Only a few compounds and materials are compatible with the OTTO Fuel, therefore the complete construction of the IBC system must use the proper materials and compounds to ensure no Hazardous spills. The operational footprint is not compatible with operational spaces and cannot be stacked with existing IBCs. None offer a Drawtube design which can be used to pump out the IBC from the top.

RESELLERS:

This would be a direct order with the IBC Manufacturer (Snyder) to alleviate additional second party costs.
