v1.5_JANUARY2020
BRAND NAME SPECIFICATION
Instruments Inc Circuit Card Modules
PR 1301067326
BACKGROUND:
The Undersea Defense and Intelligence Support Systems Division, Code 854, of the Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) is continuing support of the Signal Analysis System (SAS). The SAS project is sponsored by the Program Executive Office, Undersea Systems Warfare (PEO-USW) and is an improved and standardized sensor system that will work on a number of different platforms (surface ship, submarine, and towed body). The Internal Power Supply (IPS), a key component in the SAS System, was developed by Instruments Inc, at the inception of the SAS Program, which began in the late 1980’s.

BRAND NAME SPECIFICATION:
In order to maintain the SAS IPS units, internal circuit card modules must be procured from Instruments Inc to be used for Seneca Lake testing to validate software updates needed for future updates of the SAS system. Procuring the modules through Instruments Inc is vital to ensure 100% compatibility with existing SAS hardware. Instruments Inc has been the vendor of IPS units since the year 2000. A production contract was setup by the Program Office in 2000 with a hardware prime and various subcontractors, such as Instruments Inc. Instruments Inc is the only brand that can provide IPS hardware to match existing units and has the ability to troubleshoot and repair units when necessary.
To utilize circuit card modules, not manufactured by Instruments Inc would require extensive new processes and procedures to be generated. The components would not be backward compatible with existing units and we would need to maintain two (2) distinct sets of spares. All of the components are tracked through CMPro and this would add additional complexity to the database. If NUWCDIVNPT were to transition to a different manufacturer of internal circuit modules, it would cost approximate $1 million dollars, and over 5-years of development time to start over, in certifications, and labor required to create and adjust to new processes. Every manual process introduces a significant risk for error and irrecoverable loss of critical data.
v1.5_JANUARY2020
Instruments Inc is an existing, established vendor that Code 854 has utilized for over 30 years.
Using another vendor of internal circuit cards would add additional cost and risk to the SAS Program. These circuit cards are custom built, and to start with a new vendor would cause the SAS Program to miss critical Program Milestones.
