PERFORMANCE WORK STATEMENT (PWS)
FOR
Hydraulic Swivel Replacement
AT
Joint Base McGuire-Dix-Lakehurst
14 August 2023
1.0 DESCRIPTION OF SERVICES
1.1 Scope: This is a performance-based services contract for non-personal services. None of the functions to be performed are inherently governmental, in accordance with (IAW) FAR
7.503. The contractor shall provide all management, tools, supplies, equipment, and labor necessary to repair the ladder swivel assembly to include hydraulic hoses, electrical wires and water lines that are routed through and around the ladder’s swivel assembly.
1. Place of Performance: At awarded contractor’s location.
1.2 Period of Performance: The period of performance for the required service shall be completed in 42 to 60 days.
1.3 Specific Requirements: The contractor / dealer making the hydraulic swivel replacement on 2011 E-One/P-33 Fire Truck (Registration number: 11C00444 VIN #:
4EN6AAA81C1006924) must be an authorized E-One Service Dealer, must have Emergency Vehicle Technicians, and be National Fire Protection Association compliant. The contractor will be responsible for providing transportation from building 88 on Lakehurst to their repair facility and back to building 88 upon completion of the repairs. Once at the repair facility, the ladder shall be removed from the swivel assembly and the swivel shall be replaced from a new Original Equipment Manufacturer replacement part. All hydraulic hoses routed through and around the swivel will be removed and inspected for defects. If any defects are found, then each damaged hose will be replaced with a new one which meets or exceeds the pressure rating recommended by the fire truck manufacture E-One. Additionally, the electrical harness will be removed, inspected and tested to ensure that the integrity of the wires inside of the harness are not damaged, broken or frayed. All electrical wires requiring repair will be soldered and heat shrink-ed with a waterproof tubing. Furthermore, all water lines routed through the swivel assembly will be removed and inspected for damage. If damage is found, then a new line will be replaced with one from the Original Equipment Manufacturer. Finally, upon completion of the swivel replacement and repairs to the hydraulic hoses, electrical harness and water lines, the individually repaired components will be reassembled and then function tested to verify its operation is in accordance with the manufacture specifications. The ladder assembly will then be tested and certified in accordance with National Fire Protection Association standards and a written certification will be provided to 87th Logistics Readiness Squadron / Vehicle Management Flight. The contactor will supply an 18 month warranty covering parts and service, upon expiration an additional 42 month parts warranty will be provided. Once the fire truck reaches 250 hours of total use post repair all warranties will be nulled.
2.0 GENERAL INFORMATION
2.1 Hours of Operation: Services will be performed Monday through Friday from 0730 to 1630.
The contractor is not required to provide services on Federal Holidays or weekends.
3.0 SECURITY REQUIREMENTS
3.1 The contractor that will be responsible for transportation to and from building 88 on
Lakehurst and they must possess a valid State or Government picture identification card.
Furthermore, individuals presenting identification cards from a state that is non-compliant with the REAL ID Act will require additional documentation to gain unescorted base access.
Additional documentation include a valid U.S. or foreign government issued passport, an employment authorization document that contains a photograph, or identification cards issued by federal state or local government agencies that include a photo and biographic information. Personnel requesting vehicle access to Joint Base McGuire-Dix-Lakehurst must provide a valid driver's license, current vehicle registration, and valid vehicle insurance.
3.2 Physical Security: The contractor shall be responsible for safeguarding the fire truck and its contents while the asset is at the repair facility.
3.3 Traffic Regulations: Contractor employees shall comply with all base traffic regulations, and are subject to random vehicle speed control checks. Contractor personnel cited for traffic violations on the installation may suffer loss of base driving privileges, debarment from the base, or other administrative action. The use of cell phones, except hands-free phones, is prohibited while driving on military bases.
3.4 Random Personnel and Vehicle Searches: Contractor personnel are subject to random personnel and vehicle searches. If contractor personnel refuse to be searched, they will be denied entry to the base, and may result in loss of base driving privileges, debarment from the base, or other administrative action.
3.5 Weapons, Firearms, And Ammunition: Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within contractor-owned vehicles or privately owned vehicles while on military bases.
3.6 Reporting Requirements: Contractor personnel shall immediately report any information or circumstances of which they are aware may pose a threat to the security of Department of Defense personnel, contractor personnel, resources, and classified or unclassified defense information to an appropriate Government authority.
3.7 Cell Phone Usage: The use of cell phones will be in accordance with posted directives on the government installation.

4.0 SERVICE SUMMARY
4.1 A Contracting Officer Representative is not required.
4.2 Surveillance Methods: No surveillance will be required. The vehicle will be kept off-base at the contractor’s repair facility.
5.0 GOVERNMENT FURNISHED PROPERTY (GFP)
5.1 Equipment: No government furnished property will be used.
6.0 DEFINITIONS
Contracting Officer: A person with the authority to enter, administer, and/or terminate contracts and make related determinations and findings. The term includes certain authorized representatives of the contracting officer acting within the limits of their authority as delegated by the contracting officer.
Contracting Officer Representative (COR): An individual, including a contracting officer’s technical representative (COTR), designated, and authorized in writing by the contracting officer to perform specific technical or administrative functions.
