Catalogic Software Data Protection

The Uniformed Services University of the Health Sciences (USU) is the Nation's federal health sciences university and is committed to excellence in military medicine and public health during peace and war. We provide the Nation with health professionals dedicated to career service in the Department of Defense and the United States Public Health Service and with scientists who serve the common good. USU has a requirement for renewal of Catalogic Software Data Protection licenses- Bronze Level Service. Part Number 9901.

Base year:09/30/16 - 09/29/17
Option Year I:09/30/17 - 09/29/18
Option Year II:09/30/18 - 09/29/19
Option Year III:09/30/19 - 09/29/20

This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is a request for quotes (RFQ) for commercial items in accordance with the procedures of FAR Part 12 – Acquisition of Commercial Items and FAR Part 13 – Simplified Acquisition Procedures. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular (FAC) 05-89 (August 15, 2016) and Defense Federal Acquisition Regulation Supplement (DFARS) (August 30, 2016).

In order to be eligible for award, offerors must be registered in www.SAM.gov, with completed representations and certifications by the close date of the solicitation.

Offerors interested in responding to this requirement must provide a quote for Catalogic Software Data Protection licenses - Bronze Level Service. Part Number 9901. Competition is limited to Catalogic Software Data Protection licenses, IAW FAR subpart 13.106-1(b):

(b) Soliciting from a single source.

(1) For purchases not exceeding the simplified acquisition threshold.

(i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization).

USU has integrated Catalogic into their backup architecture and has been tested and proven to perform the needs of the university. Using a different backup software could result in compatibility issues and system downtime.

Quotes for alternative licenses will not be considered.

The government intends to award a single firm-fixed priced (FFP) order, based on a lowest price technically acceptable basis.

The government reserves the right to award without discussions.

Quotes must include all applicable costs, including shipping and handling, the total quoted price will be the evaluated price.

Item(s) will be shipped to Bethesda, MD.

Offerors must also submit the following with their quote, if not completed in their SAM registration:

· Completed copy of provision 252.209-7991

· Completed copy of provision 52.209-2

See attached for provisions and clauses applicable to this requirement.

Deadlines:

Questions/clarifications regarding this solicitation must be submitted via email to jason.motala@usuhs.edu by September 15th. Any question received after September 15th will not be answered. Questions will not be answered over the phone or submitted by any other means. All questions will be answered in an amendment to the solicitation posted on or around September 16th.

Quote packages are due by 10:00 PM Eastern Local Time on September 20th. Quotes must be submitted via email to jason.motala@usuhs.edu. Quotes will not be accepted by any other means. Late quotes will not be considered. Offerors will receive an email confirmation that their quote was received and whether it was on time or late within two (2) business days.

Quote packages should include a cover sheet that provides the following information:

· Company Name

· Point of Contact, to include email and phone number

· DUNS Number

· Statement that includes acknowledgement of latest amendment number (if applicable). Failure to acknowledge the most recent amendment number, may render an offeror’s quote non-responsive.

· Preferred method of payment (Visa or EFT)
