Solicitation Amendment #1 Questions and Answers

Q1) The delivery is stated as FOB: Government Pickup, section 6.0 on the quote but on the evaluation the offerors must include all applicable costs (Example: Materials, Shipping) in their quote. Our pricing will not include any shipping charges.

A1) This is boilerplate language. If shipping is not applicable then it should not be included.

Q2) The payment schedule is listed as bill quarterly in section 13. We invoice each removal of specimens and cannot hold invoices for any period of time after service is rendered.

A2) Quarterly invoicing is not a requirement and Section 13 is amended to read:

13. PAYMENT SCHEDULE

The contractor will bill upon delivery of materials If vendor were to consider accepting credit card payment, we can process invoices much faster, avoiding collection referrals or late charges.

Q3) In section 14, the government will control access to the facility and will perform the inspection and acceptance of the completed work, we do not allow inspection at our facility.

A3) This statement is boilerplate for services contracts and is referencing the Government’s facility, not the contractor’s.

Q4) What does deliverable dates with 10 days’ notice mean. We are sometime given last minute notification of your requirements but can only provide specimens if they are available.

A4) The 10 day rule is removed as cadaveric materials are a unique category and 10 days is not realistic for this type of work.
