No Confidence Based on the offeror’s recent/relevant performance record, the Government has no expectation that the offeror will be able to successfully perform the required effort.
(e) Failure to provide a complete, detailed, realistic, and reasonable offer may reflect a lack of understanding of the requirements and may result in a determination that the offeror’s quote is unacceptable. The Government does not assume a duty to search for clarification data to cure problems or inconsistencies with an offeror’s proposal.
(f) Prices submitted for each CLIN will be evaluated for reasonableness. In order to be considered for award, all prices offered must be determined fair and reasonable.
(g) Determination of successful offeror will be based on the Government’s technical/risk and performance ratings assigned in accordance with the PWS, and the price offered.
While Section 7.1 (Air Operator Capability and Experience (Past Performance)), Section 7.2 (Pilot Experience), and Section 7.3 (Aircraft Capability), when combined, are significantly more important than Section 7.4 (Price), failure to submit a fair and reasonable price may result in an offer not being considered.
(h) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offeror’s specified expiration time, the Government may accept an offer, whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
(i) Offerors are cautioned to submit sufficient information and in the format specified in
