USTRANSCOM JUSTIFICATION FOR

OTHER THAN FULL AND OPEN COMPETITION

CONTROL NUMBER

STRATEGIC MANAGEMENT SYSTEM (SMS)

PERPETUAL LICENSES AND ANNUAL MAINTENANCE SUPPORT FOR THE

CAMPAIGN PLAN FOR GLOBAL DEPLOYMENT AND DISTRIBUTION

(CP-GDD) 9033 ASSESSMENT PROGRAM

1. CONTRACTING ACTIVITY.

United States Transportation Command (USTRANSCOM), IT Programs and Support Services Division, USTRANSCOM/TCAQ-D, 508 Scott Drive, Building 1900W, Scott

2. NATURE AND/OR DESCRIPTION OF ACTION BEING APPROVED.

USTRANSCOM J5 Assessments (TCJ5-SA) Branch requires other than full and open competition for the acquisition of Strategic Management System (SMS) perpetual licenses and annual maintenance. SMS is the U.S. Army-configured version of a commercial-off-the-shell software, Scoreboard, from Spider Strategies. U.S. Army licenses use of SMS from Spider Strategies. In order to use SMS, USTRANSCOM must license use of SMS from Spider Strategies, as well. For that reason, procurement requires other than full and open competition for the acquisition of user licenses, and annual maintenance. The period of performance is twelve months beginning as soon as possible.

Initially, USTRANSCOM will purchase 200 licenses. During the initial year of purchase, USTRANSCOM can purchase additional licenses and pay the incremental charge. For example:

if USTRANSCOM increased from 200 licenses to 500 licenses during the first year, cost would be an additional (OTC differential between the 200 and 500 licenses) and maintenance would increase from to per year. Upgrading also re-initializes the start of the year, whereby additional licenses could cost the incremental difference in OTC. After a year, full OTC cost would apply to additional licenses.

3. DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED TO MEET THE

AGENCY' S NEEDS.

The scope of this acquisition is to acquire licensing and the essential maintenance and support to sustain SMS to streamline data collection and analysis for campaign plan assessment and assessment of any other command plan using metrics.

SMS combines performance methodology automated by a software platform—based on the Scoreboard COTS product by Spider Strategies—specifically configured to assess Campaign Plans, Theater Contingency Support Plans, et al. It enables Risk Management (RM) and is Measure of Performance (MOP) and Measure of Effectiveness (MOE) capable, including the following out-of-the-box capability, which made it uniquely fit-for-purpose:

Web-enabled application that enables automated links to source data via web services (SMS Connect) or Secure File Transfer Protocol (SFTP) CAC reader-enabled connectivity anywhere NIPRNET and (replicated) SIPRNET platforms User-specified permissions and responsibilities Dashboards with ratings & metric data Briefing books & action plans with dynamically updated content, imbedded email, & blogs Financial Integration using GFEBS data & Earned Value Management (EVM)

SMS enables the command to link information to other DoD users of the application that support global campaign assessment and analysis. It’s used at USPACOM, USAFRICOM, Army Service Component Commands (USARPAC, ARCENT, USASOC & USARAF), FORSCOM, and IMCOM & MEDCOM for campaign assessments, and it is being considered by other CCMDs (USNORTHCOM and USEUCOM).

The Government anticipates a Firm-Fixed price contract. The estimated value of this requirement is .

4. STATUTORY AUTHORITY PERMITTING OTHER THAN FULL AND OPEN

COMPETITION.

10 U.S.C. 2034(c)(1) and IAW FAR 6.302-1(c) – Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

5. DEMONSTRATION THAT THE PROPOSED CONTRACTOR'S UNIQUE

QUALIFICATIONS OR THE NATURE OF THE ACQUISITION REQUIRES USE

OF THE AUTHORITY CITED.

Strategic Management system (SMS) is a performance management tool that is a web-based application secured through CAC authentication on both classified and unclassified networks. SMS is the only approved DOD software configuration that resides on the classified network. SMS was developed by Spider Strategies and their proprietary software (Scoreboard) is required to utilize the system.

SMS enables commands to link information so they use the same performance management software, which is more economically sound and efficient than having each organization develop, purchase, implement and sustain their own application. SMS has server hosting, configuration management, a helpdesk, training, and system administration capabilities.

SMS is used to capture, align to strategy, and report performance results driven by Campaign Plans. SMS is a knowledge management tool which aligns strategic focus across commands. It is a web-enabled, data-driven, performance reporting application which is capable of capturing data from various existing sources, thus avoiding duplicate data entry.

It provides flexible, multi-tiered enterprise wide view of performance to enable informed decisions at executive and tactical levels.

SMS is the designated U.S. Army system of record for Enterprise Performance Management (EPM). It is already in use at USINDOPACOM, Army Service Component Commands (USARPAC, ARCENT, USASOC, & USARAF), FORSCOM, and IMCOM & MEDCOM for Campaign assessments, and it is being considered by other CCMDs (USAFRICOM, USNORTHCOM & USEUCOM).

6. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE

SOLICITED FROM AS MANY POTENTIAL SOURCES AS IS PRACTICAL.

As required by the Small Business Act (15 USC 637€) and 41 USC 1708, a notice will be publicized on the GPE.

7. DETERMINATION BY THE CONTRACTING OFFICER THAT THE

ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND

REASONABLE.

After receipt of a quote, the Contracting Officer will make this determination by comparing proposed prices with prices obtained through market research for the same or similar items and/or historical prices paid under previous contracts. Based on this approach, the Contracting Officer anticipates that a fair and reasonable price will be obtained.

8. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE

RESULTS OR A STATEMENT OF THE REASONS MARKET RESEARCH WAS

NOT CONDUCTED.

Market Research revealed that Spider Strategies is the sole provider of licenses and maintenance for SMS software. There are no authorized resellers who provide licenses or annual maintenance and support for SMS.

9. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND

OPEN COMPETITION.

Spider Strategies expressed interest in providing licenses and annual maintenance.

REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE

MAKING ANY SUBSEQUENT ACQUISITION FOR THE SUPPLIES OR

SERVICES REQUIRED.

USTRANSCOM will continue to explore the feasibility, time, effort, and costs involved to implement alternative sources for a campaign plan assessment tool.
