Description of Services:
The contractor shall provide Air Terminal and Ground Handling Services (ATGHS) on behalf of the Air Mobility Command (AMC) in support of the Defense Transportation System (DTS) to include but not limited to all US Government owned or operated aircraft, US sponsored Foreign Government or civil aircraft, commercial contract aircraft, and tendered aircraft, at Kunsan AB, Korea and Gimhae ROKAF Korea. The contractor shall facilitate on-time aircraft departures and maintain the capability to provide sustained ATGHS for a working Maximum on Ground (MOG), of one wide-body aircraft at Kunsan AB and for a working MOG of one aircraft at Gimhae.
Period of Performance: Base Award 1 Oct 2019 through 30 Sep 2020, plus four one-year options taking performance through 30 Sep 2024.
Hours of Operation.
Kunsan AB:
The Contractor shall staff all functions and perform services required under this contract from 0800 to 1700 local time, Monday through Friday. At a minimum, the Contractor shall staff the ATOC, Passenger Terminal, and be capable of providing a wide-body aircraft cargo load team consisting of at a minimum, one Load Team Chief, two 60 K-loader Tunner drivers and sufficient load team members during these established operating hours (Note: load team members may be provided by the 8 Fighter Wing dependent on mission requirements and prior coordination). Additionally, the Contractor shall staff functions outside the established operating hours as required to meet performance requirements 24 hours a day. The Contractor shall anticipate approximately 20% of the annual performance required to meet specific aircraft arrival/departure mission requirements will occur outside the established (0800-1700) hours of operation.
The contractor shall provide Exercise, Inspection and Deployment/Redeployment services up to 24 hours per day on an extended basis.
Gimhae ROKAF:
The Contractor shall staff functions from 0830 to 1630 local time, Monday through Friday. At a minimum, during these established operating hours, the Contractor shall log into GATES, review the GATES Mission Monitor, coordinate the Prior Permission Required requests with Gimhae Base Operations, and coordinate cargo/passenger movement. Additionally, the Contractor shall staff functions outside the established operating hours to perform services required when aircraft are scheduled. The Contractor shall anticipate approximately 20% of the annual performance required to meet specific aircraft arrival/departure mission requirements will occur outside the established (0830-1630) hours of operation.
Security: The Contractor shall ensure all Contractor personnel employed to perform contract requirements have a successfully completed Tier 1 Investigation or Secret Security Clearance on file, obtain a Common Access Card (CAC) and Synchronized Pre-deployment and Operational Tracker (SPOT) Letter of Authorization (LOA).
Government-provided training:
Government personnel will provide initial familiarization training at Kunsan AB to contractor personnel for the first 15 calendar days of the contract performance period. During this period, the contractor is fully responsible for providing adequate personnel, supervision, and any items and services necessary to perform ATGHS as defined in the PWS.
Training will include, but not be limited to, such things as AMC operating procedures; documentation requirements; cargo/mail/ in-check, processing, preparation for airlift; passenger/baggage processing; JI processes; aircraft loading/unloading; Load Team Chief requirements; records and reports requirements; GATES; and maintenance/operation of vehicles and equipment.
Government Furnished Equipment (GFE):
Kunsan AB:
The Government will provide GFE to include, but not limited to, 2-25K and 6-60K Aircraft Loader, 2-10K Forklift Trucks, 1-4K Forklift Truck, 4 Staircase Truck, 1 – 4K Warehouse Tug.
Gimhae ROKAF:
The Government will provide GFE to include, but not limited to, 1-25K Aircraft Loader, 1-10K Forklift Truck, and 1-6K Forklift Truck.

1. Do your commercial contracts require the use of reasonable care to avoid damaging existing buildings, equipment, and vegetation? If yes, specify the terms for failure to use reasonable care.
