Vessel Tracking Satellite and AIS Live Web Service Subscription

Requirements:

The Government requires an automated, worldwide, vessel tracking service to allow for in-transit visibility to the war-fighter. Service shall provide automated data on the vessel’s location, estimated time of arrival, heading, status, and the historical (location) tracking of the vessel.

The contractor shall provide capability to support up to fifty (50) concurrent users.

The Government does not require, and will not purchase, additional equipment for installation onto the vessels in order to support the coverage. The command tracks naval ships as well as commercial; therefore, installing devices on each ship is not feasible and will not be considered for this requirement.

The Government does not require, and will not purchase, additional hardware to capture and ingest the data provided. The data provided via this service shall be provided to an existing DoD automated system, the Integrated Mission Support for Surface Deployment and Distribution Command (ISDDC).

The contractor shall provide data from the AIS transponders onboard the vessels. Data must be captured both by satellite and terrestrial receivers/devices.

The contractor shall provide satellite coverage to provide global tracking data including vessel location information for locations where terrestrial receivers (buoys) are not available or where the ships do not pass close enough to the buoys to get a good ‘ping’.

The service must be available at least hourly, providing the latest location data for each vessel queried by the Government. The Government’s system can ‘call’ the service as frequently as every ten minutes.

The contractor’s automated service must provide the Government with the vessel’s location information, to include latitude and longitude coordinates, as provided by satellite and terrestrial receivers/devices.

The Government’s system will automatically pass a single vessel name or multiple vessel names and/or the vessel’s International Maritime Organization (IMO) code(s), and the Government’s system expects a return of the location data, to include latitude and longitude, and other identifying data for all vessels queried.

The Government requires satellite data to provide coverage for approximately 10,000 unique vessels within any 24-hour period.

Complete Vessel Tracking via Satellite and via Terrestrial receivers, by means of a data service, must be available and operational on 1 October 2017.
